The NY HELPS (Hiring for Emergency Limited Placement Program Statewide) is a New York State program that allows civil service agencies to hire qualified permanent employees quickly and without requiring them to take a competitive civil service exam. It was created to help agencies fill critical vacancies by streamlining the appointment process, though candidates must still meet all other minimum qualifications for the job.
PERFORMANCE KNOWLEDGE, SKILLS ATTRIBUTES AND CHARACTERISTICS:
Thorough knowledge of office terminology, procedures and equipment; thorough knowledge of business arithmetic and English; good knowledge of Microsoft Word, Excel, PowerPoint, Google Suite or other necessary computer software; ability to plan, assign and review the work of clerical personnel; ability to maintain records and prepare reports; a high degree of accuracy and dependability; sound judgment; tact, courtesy; initiative and resourcefulness; physically capable of performing the essential functions of the position with or without reasonable accommodation.

Job Qualifications
Minimum Civil Service Qualifications:
A. Completion of two (2) years of college** or business school** and two (2) years of office experience including typing or word processing; OR
B. Graduation from high school or possession of a high school equivalency diploma and three (3) years of office experience including typing or word processing.
Must be eligible and qualified in accordance with the rules, regulations and administration of Civil Service Law of the State of New York.
Note 1: Degree/credit hours must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education /U.S. Secretary of Education. If your degree/credit hours were awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. A list of acceptable companies who provide this service can be found at: http://www.cs.ny.gov/jobseeker/degrees.cfm. You must pay the required evaluation fee. Additional office clerical experience, beyond the three (3) year requirement, may be substituted for high school graduation on a year-for-year basis; and completion of a post-high school secretarial course, of at least one (1) year duration, may be substituted for one (1) year of the required office clerical experience.
Note 2: Verifiable part-time and/or volunteer experience will be prorated toward meeting full-time experience requirements.
