A little bit about the role…
We are seeking a Legal Compliance Manager to serve as a key member of the Legal team and a strategic partner to the business in compliance decisioning. This role is designed for a compliance professional with deep experience in regulated transportation environments who can translate complex regulatory frameworks into practical, scalable operating controls. You have a particular ability to translate legal requirements into operational conversations with clients and stakeholders. Under the supervision of the General Counsel, you will be responsible for maintaining a deep understanding of current and upcoming regulatory compliance requirements across transportation network company (TNC) regulatory regimes, obligations arising under Federal Transit Administration (FTA) funding requirements and Americans with Disabilities Act (ADA) regulations, as well as the manner in which the company meets those requirements. You will partner closely with cross-functional partners to translate those requirements for clients. You will also work with operations, business development, and product teams to plan compliance with requirements, assist with compliance stand-ups in new markets, complete ad hoc research on compliance-related questions and issues, and support the Legal Team in optimizing UZURV’s rapidly growing regulatory portfolio.
Core Responsibilities:
TNC Regulatory Compliance
- Manage renewal and new procurement of TNC permits at the state and local level
- Monitor and advise regulatory reporting obligations currently fulfilled by Operations Compliance
- Lead regulatory compliance across state and municipal transportation network company regulations, including interpreting requirements for driver eligibility, background check requirements, vehicle standards, insurance mandates, and operational reporting.
- Monitor and interpret new and evolving TNC regulations and advise the business on implementation requirements.
- Develop jurisdiction-specific compliance matrices and scalable internal controls.
- Partner with Operations and Safety to ensure driver onboarding, deactivation, and monitoring processes align with regulatory requirements.
- Lead responses to regulatory audits and investigations, and support Operational Compliance’s responses to client audits and inquiries.
FTA & Public Agency Compliance
- Support operations’ management of Federal Transit Administration requirements tied to federally funded programs through regulatory interpretation and compliance support.
- Oversee adherence to applicable FTA circulars and grant-related obligations, including procurement standards, drug and alcohol program coordination (where applicable), Title VI reporting support, and record retention requirements.
- Partner with Finance and Operations to ensure compliance with grant conditions and reporting frameworks.
ADA & Accessibility Compliance
- Lead compliance efforts related to the Americans with Disabilities Act as applicable to demand-response and paratransit services.
- Partner with Product and Operations to ensure service design aligns with ADA requirements for accessibility, nondiscrimination, and service comparability.
- Develop training materials and internal guidance to reinforce accessibility obligations across the organization.
Legal Compliance Program Infrastructure
- Build and maintain policies, SOPs, and internal controls aligned with transportation network company frameworks.
- Develop compliance monitoring mechanisms, dashboards, and reporting cadence for executive leadership.
- Conduct periodic risk assessments to identify gaps or emerging regulatory risks.
- Deliver compliance training to cross-functional teams.
- Support documentation management and audit readiness processes
Cross-Functional Partnership
- Serve as a primary liaison between Legal and Operations on regulatory compliance matters.
- Escalate material compliance risks with clear, actionable recommendations.
- Support Executive- and Board-level reporting on compliance posture and regulatory trends.
We are excited about you because…
- 5–10+ years of experience in regulatory compliance, preferably within public transit, transportation network companies, or other highly regulated operational environments.
- Direct experience with transportation network company regulations strongly preferred.
- Familiarity with FTA-funded program requirements and public agency contracting strongly preferred.
- Proven ability to partner with cross-functional teams to educate clients on company compliance, translating requirements for both internal and external audiences
