We are launching a new ASAM Level 3.7 and 3.5 residential treatment center in Marshall, Missouri, providing 24-hour medically monitored and clinically managed care to adults with substance use disorders and co-occurring mental health conditions.
The Clinical Director provides executive-level clinical leadership for this high-acuity residential program and is responsible for the overall integrity, quality, and effectiveness of all clinical services. This role ensures care is trauma-informed, evidence-based, and fully compliant with Missouri Department of Mental Health (DMH) regulations and ASAM standards.
As a core member of the leadership team, the Clinical Director sets the clinical vision for the organization, oversees interdisciplinary collaboration, and plays a critical role in program development, staff supervision, and continuous quality improvement.

Position Overview
The Clinical Director is responsible for the direction, supervision, and evaluation of all clinical programming and clinical staff across ASAM 3.7 (medically monitored) and ASAM 3.5 (clinically managed) levels of care. This role ensures seamless integration between clinical, medical, nursing, and operational teams while maintaining compliance with 9 CSR regulations, DMH licensure requirements, and CARF standards.
The Clinical Director provides direct supervision to licensed and unlicensed clinical staff, oversees documentation and treatment planning quality, and leads clinical risk management, outcomes monitoring, and performance improvement initiatives.
Key Responsibilities
Clinical Leadership & Supervision
Provide overall clinical leadership and supervision to therapists, counselors, and case management staff in accordance with DMH, ASAM, and ethical standards.
Establish and maintain clinical supervision structures, including individual and group supervision, performance evaluations, and corrective action when needed.
Lead interdisciplinary treatment team meetings, case conferences, and clinical reviews to ensure coordinated, high-quality care.
Review, approve, and monitor clinical assessments, treatment plans, progress notes, and discharge documentation for accuracy, timeliness, and regulatory compliance.
Serve as the primary clinical authority for clinical decision-making, crisis response, and escalation of care.
Mentor and develop clinical staff to promote strong clinical judgment, documentation excellence, and professional growth.
Program Development & Implementation
Design, implement, and continuously improve ASAM 3.7 and 3.5 programming, including detoxification support, stabilization services, and therapeutic interventions.
Collaborate closely with the Medical Director, Director of Nursing, and Executive Director to align clinical programming with medical, operational, and strategic goals.
Lead the development and maintenance of clinical policies, procedures, and workflows consistent with DMH and ASAM standards.
Oversee development of group curricula, individualized treatment pathways, and discharge planning frameworks.
Ensure clinical services reflect trauma-informed, culturally responsive, and evidence-based practices.
Compliance & Quality Assurance
Ensure ongoing compliance with 9 CSR 30-3.140, 9 CSR 30-3.100, and all ASAM level-of-care requirements.
Lead clinical chart audits, utilization reviews, and documentation quality monitoring.
Prepare for and actively participate in DMH licensure surveys, CARF accreditation processes, and corrective action planning.
Track, analyze, and report clinical performance indicators and outcomes to support quality improvement initiatives.
Maintain required supervision documentation, training records, and competency evaluations.
Client Care & Risk Management
Provide direct clinical services as needed, including individual, family, and group therapy.
Oversee clinical risk assessment, crisis intervention, safety planning, and incident review in collaboration with nursing and leadership.
Ensure coordination among clinical, nursing, and peer support teams to support holistic, person-centered care.
Promote a recovery-oriented, ethical, and therapeutic environment emphasizing dignity, accountability, and empowerment.
Administrative & Executive Leadership
Serve as a key member of the facility’s leadership team, contributing to strategic planning and operational decision-making.
Participate in staff recruitment, onboarding, training, and retention initiatives.
Support clinical budgeting, staffing models, and productivity standards in collaboration with executive leadership.
Promote a culture of transparency, collaboration, compliance, and clinical excellence.
Qualifications
Master’s degree in counseling, psychology, social work, or a related behavioral health field required.
Active Missouri clinical licensure required (LPC, LCSW, LMFT, or equivalent).
Approved clinical supervisor credentials strongly preferred.
Minimum of 5 years of clinical experience in behavioral health or substance use disorder treatment, including at least 2 years in a leadership or supervisory role.
Extensive knowledge of ASAM 3.7 and 3.5 levels of care, detoxification/stabilization services, and DMH regulatory requirements.
Demonstrated expertise in clinical supervision, documentation oversight, and quality assurance.
Strong leadership, communication, and organizational skills.
Ability to pass background check and drug screening in accordance with DMH requirements.
Preferred Experience
Prior Clinical Director or senior clinical leadership experience in residential, detox, or inpatient settings.
Experience with CARF or Joint Commission accreditation.
Program start-up, licensure preparation, or new-facility launch experience.
Advanced training in trauma-informed care, CBT, DBT, motivational interviewing, or co-occurring disorder treatment.
Schedule
Full-time, on-site leadership position. Flexibility required for evenings, weekends, and on-call availability to support 24-hour operations.
