Job Duties:

The Human Resource Liaison provides personnel and administrative support for the county office. It helps with hiring, on-boarding, employee changes, and record keeping. The role serves as a link between the county and the state HR office and advises staff on benefits, leave and policies. It also handles recruitment tasks, tracks time and leave, prepares reports, and supports the County Director with calls, visitors, and general office duties.

Acts as a liaison between the county office and the State Office of Human Resources by processing personnel actions, including new hires, separations, promotions, salary justifications, supervisor changes, internships, name changes, outside employment, and open enrollment. Assists employees with benefits, leave, FMLA, PPL, Workers’ Compensation, and related personnel procedures. Prepares personnel action forms and provides information to supervisors and employees regarding HR policies and procedures. Maintains personnel records and provides personnel services as needed.

Provides administrative support for recruitment activities by preparing vacancy requests in OnBase, scheduling interviews, distributing referral lists and applications, assisting managers with hiring activities, and coordinating on-boarding, including orientation, documentation, system access, and workstation setup.

Monitors and resolves time and leave issues by reviewing missing time, entering and updating SCEIS transactions, communicating with supervisors and employees, issuing reminders, and ensuring timely completion of required actions.

Prepares and distributes required HR reports, updates EPMS tracking, uploads documentation to OnBase, and maintains vacancy reports, supervisor rosters, position descriptions, and compensatory time records.

Provides administrative support to the County Director by handling calls, visitors, and mail, directing inquiries to appropriate staff, researching program and procedural information, processing employee leave requests, and monitoring leave records for compliance with agency policy.

Completes CLEAR background search requests for Dorchester, Colleton, and Orangeburg counties.

Performs Red Cross Shelter duty or other emergency duty/service as directed.
