Construction Engineering & Inspection (CEI) Inspector
The ideal candidate shall have 5+ years of experience providing Construction Engineering and Inspection (CEI), construction observation, and field administration services for civil site development, roadway, drainage, stormwater, and heavy underground utility construction projects.
The CEI Inspector will perform field inspection, observation, testing coordination, documentation, and construction administration services to verify that construction activities are completed in general conformance with the approved plans, specifications, permits, contract documents, and applicable regulatory requirements.
Projects may vary in size, complexity, and scope and may include commercial and residential land development, roadway improvements, stormwater management facilities, water distribution systems, sanitary sewer systems, force mains, reclaimed water systems, lift stations, and other public and private infrastructure improvements.
The CEI Inspector will serve as a primary field representative and coordinate closely with contractors, project managers, engineers, utility providers, testing laboratories, regulatory agencies, municipalities, and project stakeholders. Responsibilities include observing and documenting construction activities; verifying materials and installed quantities; monitoring field testing; coordinating required inspections; identifying potential deficiencies or deviations from the contract documents; and maintaining complete and accurate project records.
The CEI Inspector shall be experienced with civil engineering construction inspections and testing, including, but not limited to:
- Underground utility installation, bedding, backfill, separation, and compaction inspections.
- Water main, reclaimed water, force main, and sanitary sewer installation inspections.
- Hydrostatic pressure testing and leakage testing of pressure piping systems.
- Water main flushing, chlorination, bacteriological sampling, and clearance coordination.
- Gravity sewer inspections, including line and grade verification, mandrel testing, leakage testing, and television/CCTV inspection coordination, as applicable.
- Lift station construction inspections and startup/commissioning, including observation of equipment installation, pumps, controls, floats, electrical components, emergency systems, operational testing, and startup documentation.
- Force main testing and lift station operational testing.
- Storm drainage installation, structures, piping, grading, and outfall inspections.
- Stormwater management facility construction, including ponds, control structures, conveyance systems, grading, stabilization, and final configuration.
- Roadway construction inspections, including subgrade, base, asphalt, concrete, curb, sidewalk, pavement markings, and related improvements.
- Earthwork, grading, density testing, and soil compaction observation.
- Concrete placement and associated field testing.
- Substantial completion, final completion, punch-list, and agency acceptance inspections.
- Review and verification of record drawings/as-builts and construction closeout documentation.
NPDES / Stormwater Compliance
The CEI Inspector shall also assist with NPDES and construction stormwater compliance inspections, including:
- Performing routine and required NPDES / Stormwater Pollution Prevention Plan (SWPPP) inspections.
- Observing and documenting erosion and sediment control measures and Best Management Practices (BMPs).
- Inspecting stabilized construction entrances, silt fence, inlet protection, perimeter controls, sediment containment measures, temporary stabilization, and other required BMPs.
- Identifying damaged, improperly installed, or inadequate BMPs and documenting required corrective actions.
- Monitoring construction activities for potential illicit discharges, sediment tracking, erosion, and impacts to adjacent properties, wetlands, drainage systems, or receiving waters.
- Reviewing contractor maintenance and implementation of erosion and sediment control measures.
- Maintaining required inspection reports, photographs, corrective-action documentation, and other NPDES/SWPPP records.
- Assisting with final stabilization inspections and documentation required for project closeout and termination of construction stormwater coverage.
Construction Administration & Documentation
The CEI Inspector shall be proficient in reviewing and/or assisting with:
- Construction plans and technical specifications.
- Requests for Information (RFIs).
- Shop drawings and product submittals.
- Contractor pay applications and installed quantity verification.
- Field testing procedures and testing reports.
- Material certifications and delivery documentation.
- Construction schedules and progress tracking.
- Daily inspection reports and photographic documentation.
- Change documentation and field directives.
- Record drawings and as-built information.
- Punch lists and corrective work.
- Agency inspection and acceptance documentation.
- Construction closeout and certification documentation in support of the supervising Professional Engineer.
Education and Experience
- Minimum 5 years of construction inspection, CEI, construction administration, or directly related field experience.
- Experience with commercial and residential land development projects.
- Experience inspecting construction of roadways, grading, drainage systems, stormwater facilities, water mains, sanitary sewer systems, force mains, lift stations, and related underground utilities.
- Experience conducting or observing pressure testing, utility testing, lift station startup/commissioning, and agency acceptance inspections.
- Experience performing NPDES/SWPPP and erosion and sediment control inspections.
- Experience interpreting civil engineering construction plans, specifications, technical standards, permits, and agency requirements.
- Experience documenting construction activities, quantities, testing results, deficiencies, corrective actions, and project progress.
- Experience reviewing contractor pay applications and verifying installed quantities preferred.
- Experience with construction cost estimating and quantity takeoffs preferred.
- High school diploma or equivalent required; technical degree, associate degree, or additional construction/engineering education preferred.
Certifications
The ideal candidate shall possess, or have the ability to obtain, applicable certifications based on assigned projects, including:
- Florida Stormwater, Erosion, and Sedimentation Control Inspector (FSESCI) Certification or other applicable NPDES/SWPPP inspector certification.
- Applicable FDOT Construction Training Qualification Program (CTQP) certifications.
- CTQP Asphalt Roadway Level I and/or Level II.
- CTQP Earthwork Construction Inspection Level I and/or Level II.
- CTQP Concrete Field Inspector Level I.
- CTQP Final Estimates Level I, where applicable.
- ACI Concrete Field Testing Technician – Grade I.
- Maintenance of Traffic (MOT) / Temporary Traffic Control certification appropriate to assigned responsibilities.
- OSHA 10-Hour or OSHA 30-Hour Construction Safety certification.
- Confined Space Entry / Competent Person training, where applicable.
- Additional certifications required by FDOT, municipalities, utility providers, regulatory agencies, or individual project contracts are preferred.
Skills and Special Requirements
- Strong knowledge of civil construction inspection practices, CEI procedures, and field documentation requirements.
- Strong understanding of civil engineering construction plans, including grading, paving, drainage, stormwater, water, reclaimed water, sanitary sewer, force main, and lift station systems.
- Working knowledge of NPDES, SWPPP, erosion and sediment control, and construction-site BMP requirements.
- Ability to interpret plans, specifications, contract documents, permits, shop drawings, technical standards, and agency requirements.
- Knowledge of proper procedures for utility pressure testing, leakage testing, flushing, disinfection, gravity sewer testing, lift station startup, and system acceptance.
- Ability to observe field testing and determine whether required testing procedures and documentation are being completed in accordance with the project requirements.
- Ability to identify construction activities that may not conform to approved plans, specifications, permits, or applicable standards and promptly communicate observations to the Project Manager and/or supervising Professional Engineer.
- Ability to prepare clear, accurate, and detailed daily inspection reports, NPDES inspection reports, field notes, photographs, quantity records, testing documentation, deficiency reports, and project correspondence.
- Ability to review and verify contractor quantities and supporting documentation associated with pay applications and progress payments.
- Strong organizational and recordkeeping skills with the ability to maintain complete project files from preconstruction through final certification and closeout.
- Excellent verbal and written communication skills and the ability to effectively coordinate with contractors, engineers, owners, municipalities, utility providers, testing laboratories, and regulatory agencies.
- Ability to independently manage inspection responsibilities across multiple active projects efficiently and effectively.
- Proficient in Microsoft Outlook, Word, and Excel, with the ability to learn construction management, inspection, and project documentation software.
- Ability to work outdoors in varying weather conditions and safely operate around active roadway, utility, and construction operations.
- Valid driver's license and ability to travel to project sites as required.
