The purpose of this position is to schedule, direct, supervise and recommend all items and activities required to properly maintain and make repairs to the town sewer systems. Performs supervisory maintenance and repair work. Position is responsible for scheduling preventive maintenance, repairs, preparing division annual budget, division’s time entry, supervision of assigned staff; prepares and maintains department records. Must carry a town cell phone at all times and be available/on-call on a 24/7 basis, as directed.
Duties and Responsibilities:
1. Assigns and supervises crew in sewer conveyance and maintenance; deals with the public to accomplish goals and objectives.
2. Supervises, directs and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining; and conducting and completing employee performance evaluations; trains employees in operation and maintenance of equipment, safety and policies/procedures.
3. Gathers price quotes and prepares requisitions for equipment, materials and other items; performs annual inventory of same.
4. Maintains time and material records; assists in division’s annual budget preparation.
5. Performs skilled tasks; operates a variety of light-to-heavy equipment; oversees the daily maintenance of vehicles and equipment.
6. Ensures safety regulations are followed. Conducts work inspections and safety checks; takes action to correct deficiencies; ensures safety of work environment.
7. Attends staff meetings, safety meetings and training seminars as required.
8. Will be available for on-call duties as assigned.
9. Completes work requests as generated by other departments.
10. Tracks and reports all workflows, using the town’s Customer Relationship Management (CRM) system.
11. Coordinates special events setup and breakdown as needed.
12. Performs snow and ice removal; plows and salts roads; engages in necessary traffic control.
13. Maintains sewer systems to ensure the town’s sewers are operating up to standards.
14. Support Water Division with system repairs and water quality task.
15. Oversees the following programs: CCTV inspections, flushing program, lift station maintenance program, Sewer Lateral Repair and Replacement Program (SLRRP), I&I program, (Supervisory Control and Data Acquisition (SCADA), and sewer rehabilitation program (sewer supervisor).
16. Responsible for leading and supervising staff by addressing concerns, coaching, and administering discipline as needed. Manages performance evaluations and documentation, delegates work and approves timecards. Supports recruitment, onboarding, and training. Utilizes effective communication to keep staff informed of policies and organizational updates. Promotes staff and team development and ensures required training is completed. Promotes and models values-based behavior while executing town priorities.
Position is considered “essential personnel”; defined as staff who are required to report to their designated work location during weather-related or other emergencies, even when town offices are closed or normal operations are suspended.
Requirements:
- High school diploma or GED required; supplemented by vocational/technical training in sewer systems operation and maintenance; also supplemented by six or more years’ experience and/or training that includes supervision; or an equivalent combination of education, training and experience
- Previous supervisory experience required
- Experience using computers and Microsoft Office Suite
- Possession of flagging certification issued by the Virginia Department of Transportation or attain one within six months of employment
- Must be able to complete competent person training for trench safety and confined space entry within six months of employment
- Valid commercial driver’s license (Class B) with acceptable record; must be able to attain a tanker endorsement within six months of employment
- Preferred to be NASSCO PACP certified or become certified within six months of employment
Duties involve the ability to exert heavy, physical effort, and involves some lifting, carrying, pushing, climbing, crouching, balancing, stooping, kneeling, crawling up to approximately 100 pounds. Duties may also require coordinated movements to operate different types of equipment and vehicles. Duties may also require adequate visual perception, as well as adequate oral communications abilities.
Duties may risk exposure to adverse, environmental conditions such as dirt, dust, pollen, odors, animal pests, wetness, humidity, rain, fumes, temperature and noise extremes, loud machinery, vibrations, electric currents, traffic hazards, toxic agents, violence, disease and pathogenic substances.
