Position Overview
We are seeking an experienced Preconstruction Manager to lead preconstruction efforts for civil and infrastructure projects. The Preconstruction Manager will oversee estimating, bid strategy, value engineering, risk identification, and client engagement to position the company for profitable work. This role requires a strong civil background, superior technical estimating skills, and the ability to manage a preconstruction team while coordinating with project managers, designers, and subcontractors to develop accurate scopes, budgets, and schedules.
Key Responsibilities

Lead and manage the preconstruction process for civil and infrastructure projects from pursuit through bid submission.

Develop accurate, competitive cost estimates and detailed quantity takeoffs using industry-standard tools and methodologies.

Coordinate with estimating, engineering, design, and operations teams to develop scope, constructability reviews, and value engineering options.

Prepare and present bid strategies, budgets, proposals, and clarifications to clients and internal stakeholders.

Manage subcontractor solicitation and bid analysis; develop subcontract scopes and pricing assumptions.

Identify project risks and opportunities early; develop mitigation plans and contingency allowances.

Oversee development of preliminary schedules, phasing plans, and preliminary logistics for site access, materials, and equipment.

Lead client and owner meetings during design development, offering technical input on constructability, sequencing, and cost implications.

Mentor and develop junior estimating and preconstruction staff; delegate tasks and review deliverables for quality and accuracy.

Maintain and improve preconstruction processes, templates, cost databases, and historical bid logs; champion continuous improvement and lessons learned.

Collaborate with procurement and contracts teams to translate preconstruction assumptions into execution plans and contract documents.
Qualifications
-
Minimum 7-10 years of progressive experience in preconstruction and estimating for civil or heavy civil construction projects, including experience in a managerial or lead role.

Proven track record preparing competitive estimates, quantity takeoffs, and budgets for infrastructure, sitework, utilities, earthwork, and heavy civil scope.

Strong leadership and team management skills with experience mentoring estimators and coordinating multi-discipline teams.

Excellent communication and presentation abilities; comfortable interfacing with clients, owners, design teams, subcontractors, and senior management.

Proficiency with estimating and construction software (Bluebeam, PlanSwift, HCSS, Timberline/ Sage Estimating, Microsoft Excel); familiarity with BIM/CAD, Primavera or MS Project is a plus.
