JOB DESCRIPTION
Under direction, leads, trains, oversees, and participates in a variety of inspections of residential and commercial sites to enforce building codes and plan review of commercial and residential plans submitted to the Town for structural and non-structural compliance; ensures compliance with applicable laws, codes, standards, policies, ordinances, and regulations; provides a variety of information to property owners, developers, architects, engineers, and contractors; and performs related duties as assigned.

SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from assigned supervisory and/or management personnel. Exercises technical and functional direction over and provides training to lower-level staff.

CLASS CHARACTERISTICS
This is the advanced journey-level in the Building Inspector/Plans Examiner series. Incumbents organize and oversee the day-to-day work of staff in assigned areas of responsibility and ensure compliance with applicable laws, codes, standards, policies, ordinances, and regulations. Responsibilities include inspecting and attending to assigned areas in a timely manner and performing a wide variety of tasks in building inspection and plans examination. Positions in the classification rely on experience and judgment to perform assigned duties. Assignments are given with general guidelines and incumbents are responsible for establishing objectives, timelines, and methods to complete assignments. Work is typically reviewed upon completion for soundness, appropriateness, and conformity to policy and requirements.

Provides technical and functional direction to assigned staff responsible for performing building inspections and/or plans examination; inspects work in progress and upon completion to ensure assigned activities are performed in accordance with Town standards and ordinances, established procedures, and applicable laws, codes, and regulations.
Plans, schedules, prioritizes, and assigns work to assigned staff in consultation with the supervisor; communicates status of building inspection and plans examination activities to appropriate personnel, working cooperatively to schedule work in accordance with established and special operational priorities.
Trains employees in work methods and relevant safety precautions.
Directs and conducts field inspections of residential and commercial sites for change of use and occupancy at various stages of construction, alteration, and repair for conformance to California Code of Regulations, local ordinances, plans, specifications, standards, and drawings.
Inspects complex construction framing, foundations, grading, mechanical systems, and electrical and plumbing installations on new construction and alterations to verify code compliance; inspects setbacks from property lines and boundary determinations to ensure compliance with approved plans, construction codes, and zoning ordinances.
Identifies code violations; gathers and prepares evidence; issues correction notices, stop-work notices, and citations according to established building inspection policies and procedures; works with property owners and contractors to achieve voluntary compliance with codes; conducts follow-up inspections to ensure compliance; conducts and approves final inspections and issues certificate of occupancy.
Directs and participates in the review of plans, specifications, and calculations of new construction, additions, and alterations to commercial and residential buildings to determine compliance with the provisions of building codes, ordinances and regulations including compliance with California Code of Regulations and local ordinances; determines whether plans are properly dimensioned and clearly detailed in accordance with design calculations.
Reviews engineer calculations for compliance with Town design criteria; reviews structure for continuation of loading support down to foundations; computes load calculations.
Develops complete and understandable comment and/or correction list to communicate and establish the requirements necessary for structure compliance; reviews and verifies that all indicated requirements on comment and correction list have been addressed.
Reviews site plan for compliance with grading, erosion control, cuts and fill, and setbacks to verify consistency with the building code; reviews site topography and parcel boundary information.
Reviews plans for non-structural code compliance, including life safety issues such as guardrails, fire protection, egress requirements, and safety glazing; reviews plans for compliance with energy standards; verifies safety of location of proposed energy source entrance into structure.
Scales proposed floor plan to determine square footage of all spaces for accuracy; verifies project description and footages indicated on the building permit application; computes area of buildings; determines permit fees.
Researches the viability of alternate and new products and materials for compliance with codes in collaboration with the Chief Building Official.
Responds to structural fire scenes to provide non-hazardous support in assessing structural damage and provides post occupancy reports, as assigned by the Chief Building Official.
Review structures for compliance with local zoning requirements and determine if referral to Planning Division for further review is required.
Advises and provides information to property owners, developers, architects, engineers, and contractors including answering questions and providing information regarding community development, building, plans examination, and permit/land use entitlement processes and procedures; reviews, interprets, and explains applicable local, state, and federal regulations and building codes, ordinances, standards, and guidelines.
Confers with architects, contractors, builders, and the general public in the field and office; explains and interprets requirements and restrictions.
Researches, compiles, analyzes, and summarizes data and information and prepares various correspondence, reports, and related documentation.
Maintains accurate and detailed databases, spreadsheets, files, and records.
Performs related duties as assigned.

KNOWLEDGE OF:

Principles of providing functional direction and training.
Advanced principles and practices of building inspection, plans examination, and/or building permit programs, processes, and requirements.
Accepted safety standards and methods of building construction for commercial, industrial, and residential buildings.
Legal processes related to building inspection and non-compliance.

EDUCATION AND EXPERIENCE:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to the completion of the twelfth (12th) grade supplemented by courses in planning, construction management, architecture, engineering, or a related field and four (4) years of increasingly experience performing building inspection and/or plans examination.

LICENSES AND CERTIFICATIONS:

Possession of an appropriate valid drivers’ license to be maintained throughout employment.
Possession of an International Code Council (I.C.C.) Building Inspector Certification or Combination Building Inspector Certificate.
Possession of an International Code Council (I.C.C.) Plans Examiner Certificate.

PHYSICAL DEMANDS & WORKING CONDITIONS

When working in an office environment, must possess mobility to work in a standard office setting and use standard office equipment, including a computer; ability to stand and walk between work areas may be required; positions occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information.
When working in the field, must possess mobility to work in changing site conditions; possess the strength, stamina, and mobility to perform light physical work; to sit, stand, and walk on level, uneven, or slippery surfaces; frequent walking in operational areas to identify problems or hazards, with exposure to hazardous materials in some site locations; to reach, twist, turn, kneel, and bend, to climb and descend ladders; and to operate a motor vehicle and visit various Town sites.
Vision to read printed materials and a computer screen and to inspect site conditions and work in progress.
Hearing and speech to communicate in person and over the telephone.
Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment.
Ability to lift, carry, push, and pull materials and objects up to 50 pounds with the use of proper equipment and/or assistance from other staff.

WORKING CONDITIONS

When assigned to plans examination, employees primarily work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances.
When assigned building inspection, employees primarily work in the field and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, confining workspace, chemicals, mechanical and/or electrical hazards, and hazardous physical substances and fumes.
Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
