TITLE: Accounting Manager

POSITION SUMMARY:
This position is responsible for completing accounting work required to maintain the Town’s general ledger. The Accounting Manager works closely with the Deputy Finance Director to prioritize and coordinate the month-end, quarter-end, and year-end closing procedures in accordance with applicable closing schedules, and prepares timely and accurate financial reports and analyses. This position requires a commitment to ensuring proper internal controls and providing the highest level of internal and external customer service.
I ESSENTIAL DUTIES AND RESPONSIBILITIES: Essential duties may include, but are not limited to, the following:
- Performs daily, monthly, quarterly and annual accounting activities required to maintain the Town’s general ledger and its sub ledgers, to include accounts payable, accounts receivable, and payroll in accordance with applicable closing schedules.
- Reviews daily general ledger activity to ensure the accuracy of posting and to resolve discrepancies.
- Prepares and reports financial information in an accurate and timely manner; provides financial information to internal staff and external agencies as required.
- Prepares account reconciliations, to include reconciliation of the tax administration system.
- Assists in the establishment and maintenance of internal controls and uniform accounting policies and procedures for the Town.
- Assists with the preparation of quarterly budget adjustments for presentation to the Town Council.
- Assists in the preparation of the annual budget.
- Resolves accounting and financial management software application issues, and assists other staff in resolving issues.
- Maintains organized and detailed records and files to document financial transactions.
- Attends meetings, conferences, and trainings as required; participates on committees and work groups as assigned.
- Performs other duties as assigned or required.
II NECESSARY KNOWLEDGE, SKILLS AND ABILITIES
- Demonstrated technical accounting knowledge, with an understanding of Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards (GASB).
- Knowledge of principles and practices of municipal accounting, governmental/fund accounting, budgeting, and auditing.
- Demonstrated experience related to the design and implementation of internal controls.
- Demonstrated ability to analyze and interpret financial and accounting records and reports.
- Demonstrated proficiency with standard office productivity software (Excel, Word, Power Point, Database Management and Report Writing tools).
- Must possess problem solving and decision making skills.
- Must have the ability to establish and maintain positive and effective working relationships with co-workers, vendors, customers, and the general public.
- Must be able to communicate effectively both orally and in writing.
- Must possess strong organizational skills and the ability to maintain accurate and detailed records.
- Must possess the ability to work independently, with little supervision.
- Must possess the ability to exercise initiative and maintain confidentiality, sound judgment, and to react with discretion under varying conditions.
- Must demonstrate a commitment to the highest quality of customer service.
- Bachelor’s Degree in Accounting or other business-related discipline.
- 5+ years of accounting experience, with demonstrated progression in responsibilities.
- Must successfully pass a background investigation.
- Town must have the ability to bond the incumbent.
