Position Summary
We are seeking an experienced Procurement Specialist to lead complex technology procurement initiatives and negotiate enterprise IT contracts supporting large-scale business operations. This role is responsible for managing the full procurement lifecycle from sourcing strategy and RFP development through contract negotiation, award, and administration for software, SaaS, and IT services.
The ideal candidate has extensive experience negotiating complex IT agreements, partnering with legal, finance, and technology teams, and balancing business objectives with contractual, financial, security, and regulatory requirements.
Key Responsibilities
- Lead the procurement lifecycle for enterprise IT initiatives, including RFP development, supplier evaluation, contract negotiation, award, and contract administration.
- Negotiate complex IT software, SaaS, cloud, hardware, and professional services agreements, including pricing, enterprise licensing, service level agreements (SLAs), Statements of Work (SOWs), and commercial terms.
- Review, redline, and negotiate legal contract language, including intellectual property rights, End User License Agreements (EULAs), data protection, compliance, and risk provisions.
- Develop sourcing strategies that optimize cost, mitigate risk, and support organizational objectives.
- Drive measurable cost savings through pricing strategy, scope management, resource planning, contract structuring, and phased delivery approaches.
- Partner with IT, Legal, Finance, Security, and business stakeholders to ensure procurement activities align with organizational policies, regulatory requirements, and security standards.
- Serve as a trusted advisor to internal customers throughout the procurement process, balancing operational needs with procurement policies and contractual requirements.
- Build and maintain strategic supplier relationships while effectively challenging pricing, contract terms, service levels, and risk to protect the organization's interests.
- Manage supplier performance through key performance indicators (KPIs), contract compliance, and ongoing performance reviews.
- Execute Procure-to-Pay (P2P) activities and support continuous process improvements.
- Analyze supplier markets and industry trends to identify sourcing opportunities and improve procurement outcomes.
Required Qualifications
- Bachelor's degree in Business, Supply Chain Management, Information Technology, Finance, or a related field.
OR
- An equivalent combination of education and relevant professional experience.
- Minimum of 6 years of experience in IT procurement, strategic sourcing, IT contracting, or technology vendor management.
- Proven experience negotiating complex IT software, SaaS, cloud, and IT services contracts for enterprise organizations.
- Demonstrated experience managing the complete procurement lifecycle, including RFP development, supplier evaluation, negotiations, contract award, and contract administration.
- Experience reviewing and negotiating legal contract language, including intellectual property rights, SLAs, licensing terms, compliance provisions, and related commercial agreements.
- Strong understanding of procurement strategies that drive cost savings through pricing negotiations, scope optimization, and resource planning.
- Excellent negotiation, analytical, communication, and stakeholder management skills.
Preferred Qualifications
- Experience supporting enterprise software implementations such as SAP, PeopleSoft, Smartsheet, or similar enterprise platforms.
- Experience working in government, public sector, utilities, or other highly regulated environments.
- Familiarity with procurement regulations, security requirements, and organizational compliance standards.
- Experience supporting enterprise-wide technology implementations involving multiple business units and stakeholders.
- Experience with strategic sourcing, category management, supplier performance management, and enterprise procurement systems.
