Cambio Consulting Group LLC is seeking to hire a full-time Technical Surveillance / Radio Coordinator with 15+ years of law enforcement experience to support the U.S. Department of Commerce. The Division of support is focused on export and antiboycott enforcement. Its agents investigate export violations, interdict illegal exports, conduct end-use checks, evaluate the bona fides of transaction parties in the licensing process, and pursue criminal prosecution and administrative enforcement against those who divert U.S. technology to adversaries.
This position owns the technical surveillance and Law Enforcement Radio program at the enterprise level: the equipment, the standards, the budget, the audits, and the people. This is a build role that will shape how a growing federal law enforcement program operates.
An active TS/SCI clearance is required. Clearances cannot be sponsored, processed, or reciprocated - candidates without an active TS/SCI cannot be considered.
This position is 100% onsite at a designated federal facility in the Manassas, Virginia area, Monday through Friday. Occasional travel may be authorized in support of the mission.
Work Areas/Tasks:
- Provide oversight of all aspects of field and task-level project performance, including technical, contractual, administrative, and financial performance, while overseeing multiple projects simultaneously.
- Provide supervision of personnel involved in all aspects of project activity. Organize and assign responsibilities, oversee the successful completion of assigned tasks, and maintain contacts to ensure conformity to all obligations.
- Exercise independent judgment and a high level of analytical skill in solving non-routine technical, administrative, and managerial problems while interfacing with every aspect of the project, including end users and computer and client services.
- Work with program and project managers to develop an enterprise technical surveillance and Law Enforcement Radio program, and keep management and organizational stakeholders informed of status, risks, and capability gaps.
- Estimate and prepare budget proposals for mission needs. Ensure the completeness and accuracy of all financial, budget, and planning documents, and monitor activities to ensure compliance with the budget and spend plan.
- Oversee cost benefit analysis and analysis of alternatives for the enterprise mission, and assist with required data tracking and compliance reporting.
- Work with the program manager and across the enterprise to arrange operational audits, and assess the accuracy of undercover budget, policy, and record keeping documents.
- Work with the program manager to collect timely, comprehensive, and accurate management information reports and statistical summaries that support performance evaluation of ongoing ISU activities and programs.
- Organize historical data and electronic files on the program shared drive so that operational records remain retrievable, complete, and audit-ready.
Requirements:
- Minimum of fifteen (15) years of law enforcement experience.
- Minimum of five (5) years of experience directly related to technical surveillance and law enforcement radio operations.
- Minimum of four (4) years of experience demonstrating high proficiency in the MS Office Suite, including Outlook, Word, Excel, and PowerPoint.
- Excellent communicator with high proficiency in written and oral English.
- Active TS/SCI clearance.
- U.S. Citizenship and the ability to obtain and maintain Department of Commerce facility access approval.
- Ability to work onsite in the Manassas, Virginia area on a full-time schedule.
Preferred Qualifications:
- Federal law enforcement career that included a technical operations, electronic surveillance, or special operations component (ATF, DEA, FBI, HSI, USSS, Diplomatic Security, IRS-CI, USPIS, or a comparable agency), including service at headquarters as well as in the field.
- Direct experience supporting undercover operations and confidential informant programs, including the approval documentation, expenditure records, and recordkeeping controls that govern them.
- Hands-on experience with law enforcement land mobile radio systems, including P25 systems, encryption and key management, interoperability planning across agencies, and coordination with the Integrated Wireless Network or a comparable federal radio program.
- Experience deploying, maintaining, and accounting for technical surveillance equipment across multiple field offices, including lifecycle planning, refresh cycles, accountability inventories, and disposal.
- Experience preparing budget submissions and spend plans for a technical program and defending them to agency leadership, including cost benefit analysis and analysis of alternatives.
- Experience conducting or supporting operational audits or program reviews of undercover funds, accounts, or sensitive expenditures.
- Supervisory experience over technical specialists, agents, or analysts, including assigning work and evaluating performance.
- Experience standing up a new capability or program office rather than sustaining an established one.
- Working knowledge of federal spectrum management, FCC licensing, or agency radio policy development.
- Certifications such as PMP, FCC General Radiotelephone Operator License, or manufacturer certifications from Motorola, L3Harris, or a comparable vendor.
