ANIMAL CONTROL OFFICER CADET

GENERAL DEFINITION: Performs protective service work of average difficulty in enforcing the Pueblo of Zuni Animal Ordinance
SUPERVISION RECEIVED: Work performed under the immediate supervision of the Tribal Ranger Captain.
SUPERVISION EXERCISED: None.
DUTIES:
Learn all applicable laws and ordinances and attend all required training.
- Learn all applicable tribal, state, and federal codes, Laws, Pueblo of Zuni Animal Ordinance 28, Regulations, and policies and procedures
- Attend a Federal or State Law Enforcement Academy and complete the course within one (1) year.
- Attend and complete Animal Control training within one (1) year.
- Attend training for Chemical Immobilization & Euthanasia.
- Shadows a certified Tribal Ranger in response to animal control.
Assists certified Tribal Rangers respond to request for removal of injured, stray, sick or dangerous animals.
- Assists certified Tribal Rangers Officers investigate complaints relating to dogs, cats, livestock and other wildlife such as snakes, bees and wasp hives within the main village and surrounding communities.
- Assists certified Tribal Rangers investigate complaints regarding animal cruelty and neglect.
- Assists certified Tribal Rangers Officers investigate animal bites and arrange for appropriate identification and quarantine.
Provide presentations and education
- Perform community education on the Pueblo of Zuni Animal Ordinance.
- Provide presentations to schools, and community agencies on the Zuni Animal Ordinance.
- Provide education in collaboration with the Zuni Veterinary Technician regarding responsible pet ownership.
- Work collaboratively with programs that work with domestic animals and livestock
Performs other miscellaneous duties.
- Maintain a professional appearance by maintaining a clean and orderly uniform and all department issued equipment.
- Maintain and operate tribal vehicles, ATV’s, UTV’s and stock trailers used in transportation of animals and equipment. Transports vehicles for maintenance and repairs
- Learn the use of two-way radio using ten codes
- Assists certified Tribal Rangers perform other duties as assigned.
MINIMUM QUALIFICATIONS
GENERAL REQUIREMENTS: U.S. Citizen, 21 years of age. Must not have any felony convictions or any type of conviction for moral turpitude.
KNOWLEDGE, SKILLS AND ABILITIES: Must learn and become knowledgeable of the Zuni Animal Control Ordinance. Must have good public speaking and presentation skills. Must have the ability to work with animals. Must have knowledge of the Zuni Community rural address system, streets, roads, local landmarks etc. knowledge of law enforcement methods and procedures, including court procedures and rules of evidence. Awareness of applicable Federal, State and Tribal laws, jurisdictional boundaries, rules and regulations in McKinley County. Able to provide positive customer service relations and convey a professional image. Ability to analyze situations and to adopt appropriate and reasonable course of action; enforce regulations with firmness, tact, impartiality, and professionalism sometimes under confrontational situations. Basic knowledge of the rules and regulations pertaining to the Freedom of Information Act and Privacy Act. Ability to establish and maintain effective working relationships with tribal employees, the public, and outside agencies.
TRAINING AND EXPERIENCE: High School Diploma or GED with six (6) months combination of post high school education or training.
LICENSE AND CERTIFICATES: Must have a valid New Mexico Driver’s License with no DWI/DUI convictions within the past three (3) years. Driving is an essential part of the duties.
- Police Officer Certification by the BIA Indian Police Academy or New Mexico Law Enforcement Academy – Must obtain within one year.
- Animal Control Officer – Must obtain within one year
- First Aid/CPR Certified - Must obtain within one year.
- Defensive Driving Course Training – Must obtain within one year.
- Customer Service Training – Must obtain within one year.
SPECIAL WORKING CONDITIONS: Position is subject to a Pre-Employment drug test. Position is Safety Sensitive and will be subject to random drug screening for duration of employment. Must submit to and successfully pass a thorough background check including FBI Fingerprint Check. Must pass post-offer-of physical test, psychological evaluation, physical agility test and written exam. Subject to annual physical test. Must work shifts, weekends and holidays, on call 24 hours a day. Work will be outdoors in all kinds of weather conditions in areas throughout the Zuni Community.
PHYSICAL DEMANDS: Full use of the body and extremities to bend, stretch, sit, walk, run, jump, crawl, squat, etc. Good reflexes of the arms and hands in order to draw and shoot firearms quickly and accurately. Considerable physical strength and agility to pursue, catch and lift large animals 50-70 pounds onto an animal control vehicle. Good mental and physical health. Good vision and hearing. Deficiencies correctable by use of glasses and hearing aid devices are acceptable. Physical strength to make searches involving traversing difficult terrain on foot, to remove heavy objects presenting safety hazards such as fallen trees and rocks or dead animals.
