Monitors provider agreements within the assigned region and supports collaborative programs if investigations arise in the facility. May provide support with problem solving strategies for facilities. Will conduct annual site reviews by reviewing provider policies and procedures manuals to determine whether services are being delivered and used appropriately in accordance with placement standards, laws, rules, regulations, and licensing policies. Will reconcile and collaborate on outcomes with in-home and out-of-home partner grantee agencies. Will collaborate with other programs as necessary regarding intake assessments on youth in facilities. This position will function as part of the Prevention and Protection Services Support Services Team and will be available for tasks that fall within this scope. Qualifications
Minimum Qualifications: *If a driver’s license is required, a copy must be sent to your recruiter following the interview.* Education – General. One year of experience in planning, implementing and monitoring activities relevant to the agency’s programs. Valid Driver's License is required and must be maintained throughout employment.
Preferred Qualifications: Strong leadership, organizational and excellent communication skills, both verbal and written. Ability to deliver and/or co-facilitate presentations to small and large audiences. The ability to work independently at a high level, make assessments based on data and gathered information, consider risk and safety. Engage with CPS staff and Licensing, has basic knowledge of CPS investigations/assessments, have good written and verbal communication, be able to create and monitor corrective action plans, and ability to travel frequently.
Audit preparation and successful completion; contract enforcement and oversight; Working knowledge of all youth services related programs and information systems. Comfort interviewing professionals.

Security Clearance: A background check (KBI - criminal background, welfare fraud, driver's license and Child/Adult Abuse and Neglect Central Registry) is required for all positions with the Department for Children and Families (DCF) as a condition of employment, which may include fingerprinting and FBI check. Security clearance must be obtained prior to employment with DCF. Must maintain security clearance throughout employment.
Kansas Tax Clearance Certificate: A valid Kansas Tax Clearance Certificate is a condition of employment for all employees of the State of Kansas. The person in this position has access to protected health information (PHI) under the provisions of the Heath Information Portability Act of 1996 (HIPPA) Privacy Rule. PHI must be treated in accordance with the provisions of the HIPAA Privacy Regulation including the requirements for safeguarding, releasing and recording the release of such information. The person will receive training in the provision of the HIPAA Privacy Regulations as they relate to the duties of this position and has signed a confidentiality agreement.
In addition to the tasks listed below, the incumbent is expected to communicate the Mission, Vision and Guiding Principles of the agency to peers, clients and the public; identify personal strengths and developmental needs to increase job performance and long-term career growth. Regional Provider Agreement Administration
Engages and supports provider agreement facilities within the assigned region. This includes coordinating technical and administrative documentation and reports, obtaining feedback from staff, and visiting providers on-site to identify trends, and measure compliance.
Plans and implements, a problem resolution strategy, which may include, but is not limited: implementation of corrective action plan, frequent planned and unplanned visits to facilities, frequent meetings to discuss plan of action and/or progress with providers, and/or provide recommendations. May also help providers interpret provider agreement requirements, laws, regulations and policies.
Receives notifications of CPS intake assessments that have been screened in and/or screened out. Collaborates and works together with DCF Licensing and Child Protection Services during investigations to assess for non-compliance of the provider and service agreements, and placement standards, and providers policies and procedures.
Attends collaborated meetings with PPS Administrative staff, DCF Licensing staff, and Case Management Providers. Presents and provides information regarding status on current providers and future providers. Maintains communication with the Group Home Program Manager.
Conducts quarterly and annual site reviews by reviewing providers policies and procedures manuals to determine whether services are being delivered and used appropriately in accordance with placement standards, laws, rules, regulations, and policies. Compiles findings through the completion of site review instruments and submits results to the provider and Group Home Program Manager. Develops, initiates, and monitors provider corrective action plans and provides written supporting documentation for terminating providers that are in non-compliance. This position will conduct independent assessments, looking at risk and safety, creating and implementing corrective action plans. All documents are uploaded and maintained per regional direction.
Develops and maintains a working relationship with current providers and future providers. Provides a constant support and assists providers in areas not limited to: locating appropriate and approved DCF training to maintain compliance, serving as a liaison to assist with communication between CMP and providers, provides constructive feedback regarding information provided on critical incident reports, monthly reports, daily documentation, and any other form of documentation, providing feedback on changes made to provider’s policies and procedures, and provides guidance to providers on changes desired regarding service agreements.
Other Duties as Assigned: This position will function as part of the Prevention and Protection Services, Support Services Team and will be available for tasks that fall within this scope.
