Position Summary
GRC Moberly, LLC is seeking an experienced and highly organized Human Resources Manager to oversee and manage human resources operations across our multi-state cannabis organization. This position will support cultivation, manufacturing, processing, transportation, retail dispensary, and corporate operations throughout Missouri, Kentucky, Illinois, and Ohio.
The Human Resources Manager will be responsible for employee relations, recruiting, onboarding, payroll processing, policy administration, benefits coordination, compliance, training, and workforce support initiatives across the organization. This role serves as a key operational partner to executive leadership and plays an important role in maintaining a professional, compliant, accountable, and team-oriented workplace culture.
This position reports directly to executive leadership and works closely with the Chief Legal & Strategy Officer, Chief Operating Officer, Director of Compliance, and operational leadership teams.
Essential Duties & Responsibilities
Human Resources Operations
- Oversee day-to-day human resources operations across all Company entities and facilities.
- Develop, implement, maintain, and improve HR policies, procedures, systems, and operational practices.
- Maintain employee records, HR documentation, personnel files, and employment-related reporting.
- Administer onboarding, offboarding, promotions, disciplinary actions, transfers, and employee status changes.
- Ensure HR operations remain organized, confidential, compliant, and audit-ready.
Payroll Administration
- Process and administer payroll for all Company employees.
- Ensure accurate and timely payment of wages, bonuses, PTO, reimbursements, deductions, and other compensation matters.
- Maintain compliance with all applicable federal, state, and local wage and hour laws and payroll reporting requirements.
- Coordinate payroll-related employee records, benefit deductions, tax documentation, and compensation updates.
Recruitment & Staffing
- Coordinate recruiting efforts for operational, retail, cultivation, manufacturing, and corporate positions.
- Manage job postings, applicant tracking, interview coordination, and hiring workflows.
- Partner with department leadership regarding staffing needs and workforce planning initiatives.
- Assist with development of job descriptions, compensation structures, and hiring strategies.
- Facilitate pre-employment screenings, background checks, onboarding documentation, and cannabis-agent credentialing.
Employee Relations
- Serve as a primary point of contact for employee relations matters and workplace concerns.
- Assist leadership with employee coaching, corrective actions, disciplinary matters, and performance management.
- Conduct workplace investigations and maintain appropriate documentation regarding employee matters.
- Promote a professional, respectful, accountable, and team-oriented workplace culture.
- Ensure employee concerns are handled professionally, consistently, and confidentially.
Compliance & Employment Law
- Ensure compliance with applicable:
- Federal employment laws
- State labor and employment regulations
- Wage and hour requirements
- Anti-discrimination and harassment laws
- Workplace safety requirements
- Cannabis-agent registration and credentialing requirements
- Maintain familiarity with employment and operational requirements in Missouri, Kentucky, Illinois, and Ohio.
- Coordinate with executive leadership and legal counsel regarding employment-related compliance and risk management matters.
Training & Organizational Support
- Coordinate employee onboarding and orientation programs.
- Assist with employee training initiatives and leadership development programs.
- Maintain employee training records and compliance documentation.
- Assist leadership with performance evaluations, organizational development, and workforce planning initiatives.
- Support implementation of employee handbooks, workplace policies, and HR procedures.
Qualifications & Experience
Required Qualifications
- Bachelor’s degree in Human Resources, Business Administration, Management, or related field preferred.
- Minimum of three (3) years of human resources management or related leadership experience.
- Experience processing payroll and administering HR operations.
- Strong understanding of employment law, payroll administration, and workplace compliance requirements.
- Excellent communication, organizational, interpersonal, and problem-solving skills.
- Ability to manage confidential information with professionalism and discretion.
- Strong proficiency in Microsoft Office and HR/payroll systems.
Preferred Qualifications
- Cannabis industry experience preferred.
- Multi-state HR management experience preferred.
- Experience supporting retail, cultivation, manufacturing, or operational workforces preferred.
- SHRM or HRCI certification preferred.
- Experience working in highly regulated industries preferred.
Physical & Operational Requirements
- Ability to travel between operational facilities and states as needed.
- Ability to work outside standard business hours when operational or employee matters require attention.
- Ability to obtain and maintain all required cannabis agent registrations, badges, permits, and background clearances where applicable.

Pay: $55,000.00 - $75,000.00 per year
