Position Summary
The Director of Structural Evaluation Services provides strategic leadership and technical oversight for structural assessment, inspection, analysis, and rehabilitation services supporting transportation and building infrastructure. This role leads the delivery of complex evaluation programs for major public agencies in New York and New Jersey, ensuring regulatory compliance, technical excellence, and client satisfaction.
The Director serves as a senior technical authority, trusted advisor to agency clients, and a key contributor to business development, staff development, and operational planning.
Key ResponsibilitiesTechnical Leadership & Oversight
- Direct and review structural evaluations of:
- Bridges
- Tunnels
- Buildings
- Parking structures
- Waterfront and other public infrastructure
- Oversee inspection, load rating, condition assessment, and structural analysis activities in accordance with applicable codes, standards, and agency manuals.
- Provide expert guidance on repair, rehabilitation, retrofit, and lifecycle management strategies.
- Ensure compliance with NY and NJ agency requirements, including DOT, transit authority, and building department standards.
Client & Agency Interface
- Act as the firm’s senior structural representative to state, authority, and municipal clients.
- Participate in technical meetings, progress reviews, and agency coordination sessions.
- Support clients with:
- Programmatic planning
- Capital prioritization
- Asset management initiatives
- Assist agencies with urgent condition assessments, investigations, and post‑event evaluations.
Program & Project Management
- Oversee multiple structural evaluation and inspection projects simultaneously.
- Ensure project objectives related to scope, schedule, budget, and quality are met.
- Review and approve technical deliverables, including:
- Inspection reports
- Evaluation memoranda
- Structural calculations
- Repair and mitigation recommendations
- Establish and enforce QA/QC procedures for structural evaluation services.
Staff Leadership & Development
- Lead, mentor, and develop structural engineers, inspectors, and evaluation teams.
- Provide technical training related to:
- Structural inspections
- Evaluation methodologies
- Agency-specific procedures
- Support staffing strategies and resource planning for active and future programs.
Business Development & Strategy
- Support proposal development, technical scopes, and agency interviews.
- Advise firm leadership on growth opportunities related to:
- Integrity management programs
- Inspection services
- Structural evaluation and rehabilitation work
- Maintain awareness of evolving agency requirements, regulations, and funding programs in NY and NJ.
QualificationsEducation & Licensure
- Bachelor’s degree in Civil or Structural Engineering (Master’s preferred)
- Professional Engineer (PE) license required
- New York and/or New Jersey PE licensure preferred
Professional Experience
- 15+ years of progressive experience in structural engineering with a strong emphasis on:
- Structural inspection and evaluation
- Transportation and/or public building infrastructure
- Agency‑based work in New York and New Jersey
- Demonstrated experience leading complex, high‑profile agency programs
- Proven supervisory and technical leadership background
Technical Expertise
- Strong working knowledge of:
- Structural inspection standards and evaluation methodologies
- Relevant design codes and inspection manuals
- Rehabilitation, retrofit, and asset management principles
- Familiarity with NY and NJ transportation and building agency procedures.
Professional Skills
- Excellent written and verbal communication skills suitable for agency and executive‑level interaction.
- Ability to lead multidisciplinary teams and manage long‑term client relationships.
- Strong technical judgment, professionalism, and commitment to public safety.
Working Environment & Travel
- Combination of office, field, and client meeting environments.
- Periodic travel within New York and New Jersey for site reviews, meetings, and agency coordination.
Compensation
- Salary Range: $140,000 – $200,000, commensurate with experience and qualifications.
