Position Title: Labor Compliance & Certified Payroll Processor for Public Works Projects

Position Summary:
Labor Compliance & Certified Payroll Processor for Public Works Projects is responsible for accurately processing payroll using ADP platform for project field employees while ensuring compliance with federal, state, and local payroll regulations. This role maintains payroll records, audits payroll data, administers deductions and garnishments (ADP), and supports employees with payroll-related inquiries.
This position requires strong background in public works construction projects, public works prevailing wage labor compliance laws. Audit, attention to details and managing multiple concurrent projects with wage determination(s), work classification(s), fringe benefit(s) for multi-counties located in California is a must and is requirement for this position.
Key Responsibilities
- Process weekly payroll for field employees per project.
- Review and validate employee time records per project, earnings, deductions, and fringe benefits.
- Administer wage garnishments, child support orders, and other deductions through ADP. Calculate wages, overtime, and retroactive pay (when applicable).
- Prepare, verify and report all fringe benefit monthly trust fund hour report for multi-projects/wage classification(s) and report by deadline.
- Reconcile payroll accounts and prepare general ledger entries using Sage Software.
- Generate payroll reports for management, finance, and auditors.
- Respond to employee payroll inquiries and resolve discrepancies.
- Support year-end payroll activities, including W-2 review and reporting (ADP).
- Ensure confidentiality of employee compensation and personal information.
- Ensure compliance with federal, state, and local payroll tax regulations.
- Maintain employee payroll records and ensure data accuracy.
Required Qualifications
- High school diploma or equivalent;
- Documented 3+ years of payroll processing experience with ADP or similar payroll platform, DIR & LCP Tracker reporting and monthly fringe benefit trust fund reporting.
- Strong knowledge of payroll laws, taxation, and wage-hour regulations, DIR and Union ratio requirements.
- Experience with DIR Certified Payroll Experience, LCP Tracker for inhouse payroll and audit/review of sub-tier contractor payroll reports (when applicable) to ensure compliance.
- Knowledge of multi-wage determination payroll processing (fringe benefit calculation).
- Proficiency with Microsoft Excel.
- Excellent analytical, organizational, and problem-solving skills.
- Strong attention to detail and accuracy and comfortable operating in a fast-paced construction environment.
Preferred Qualifications
- Certified Payroll Professional (CPP) designation.
- Ability to work independently with minimal supervision.
Compensation & Benefits
Compensation: $30-$37 to start depending on experience
