Part-Time
Location: Washington, DC metro area — on-site and/or hybrid, supporting WMATA and manufacturer/rehabilitation facilities as needed
Employment Type: Part-Time / Estimated Hours Contract (approximately 350 hours per year — roughly 6-7 hours per week on average)
Compensation: Commensurate with experience; hourly rate
Contract Term: One (1) base year with up to four (4) option years
Position Overview
We are sourcing a Project Manager to lead an independent quality assurance oversight program for WMATA's bus rehabilitation process. Note: this is a limited-hours engagement, estimated at approximately 350 hours per year (roughly 6-7 hours per week on average) — not a full-time position. Actual hours may vary based on program needs and are not guaranteed beyond WMATA's estimated ordering levels.
In this role, you will assemble, coordinate, and direct the resources needed to deliver independent audit and inspection oversight of bus rehabilitation activities, ensuring the program is executed continuously, on time, and to a high technical standard.
Key Responsibilities
- Serve as the primary point of contact and lead for the audit team, coordinating all Contract activities
- Assemble, coordinate, and direct personnel and resources to accomplish audit program work in a continuous and timely manner
- Oversee execution of the three audit phases: pre-rehabilitation baseline audits, in-process rehabilitation audits, and post-rehabilitation 6,000-mile preventive maintenance validation audits
- Maintain in-depth familiarity with bus systems, including network and communications, propulsion, brakes, HVAC, bus body structure, passenger doors, and axles
- Oversee and ensure timely submission of inspection reports, monthly summary reports, and quarterly executive summaries
- Maintain a log of Rapid Response support requests and report on their status as part of monthly reporting
- Serve as primary liaison with WMATA's Contracting Officer's Technical Representative (COTR) or authorized designee
- Communicate program performance, risks, and improvement opportunities clearly to WMATA stakeholders
Required Qualifications
- Minimum of 10 years of professional project management or related experience
- Professional experience in transportation vehicle engineering, development, operations, and procurement
- Proven experience assembling, coordinating, and directing teams and resources on similar programs
- In-depth familiarity with bus systems (network and communications, propulsion, brakes, HVAC, body structure, passenger doors, axles)
- Exceptional oral and written communication skills
- Ability to work flexible, limited hours consistent with an estimated ~350-hour annual workload, with availability to scale up if WMATA's needs increase
Preferred Qualifications
- Prior experience managing transit-agency bus rehabilitation, fleet audit, or fleet oversight programs
- U.S.-based transit industry experience
- Experience managing IDIQ or task-order-based contracts
