The State Recruiting Office will refer all inquiries regarding this exempt position to the Department of Commerce and Consumer Affairs.
The function of this organizational branch is to conduct investigation and prosecution on a statewide basis of cases involving fraudulent insurance claims. The branch is responsible for intake and investigation of cases referred to it and for prosecution of those cases where appropriate. The branch is also responsible for responding to inquiries relating to its functions.
The Supervising Fraud Investigator will be responsible to supervise and perform initial case assessment and supervise and assist other fraud investigators in the Insurance Fraud Investigations Branch. The Supervising Fraud Investigator will be under the general supervision of the Fraud Administrator.
Education: Graduation from an accredited college or university with a baccalaureate degree.
Excess experience may be substituted for education on a year-for-year basis provided that the incumbent shows sufficient skills and ability to perform the duties and responsibilities.
Experience: Must possess at least three and one half (3-1/2) years of responsible supervisory experience in criminal investigations, including ability to write clear and comprehensive reports, read and interpret complex material, interpret and apply statutes and rules, perform research, and deal with the public. Experience in the insurance field highly desireable.
Knowledge: Knowledge of principles and practices of leadership, training and supervision; methods of criminal investigation and the rules and preservation of evidence; the organization, functions, policies and procedures of the Courts of the First Circuit, State of Hawaii; the laws and ordinances of the City and County and State subject to enforcement and prosecution; public relations and report writing.
Knowledge of clear investigative writing, interviewing methods and techniques. Knowledge and understanding of basic insurance principles and practices preferred.
Skills/Abilities: Ability to assign, train, supervise and evaluate the work of fraud investigators; analyze and solve criminal investigative and prosecutorial problems; remember facts and testify; prepare records and make reports; deal effectifely with the pubic; communicate with other staff in the branch, orally and in writing; write clear and concise correspondence and reports; develop an investigative plan, including case assessment, gathering and preserving evidence and analyzing information, interpret laws, rules and regulations.

This position is exempt from the civil service and considered temporary in nature. Therefore, if you are appointed to the position, your employment will be considered to be "at will," which means that you may be discharged from your employment from the department head or designee at any time.
