The Employment Security Department (ESD) is seeking a collaborative, community-minded professional to serve as a Consolidated Veterans Services Representative (CVSR) in Snohomish County.

The salary listed above includes the scheduled 2% general salary increase that goes into effect on July 1, 2026.
Please note: This opportunity is eligible for one day of telework work weekly upon completion of training.
About the Workforce Services Division:
Workforce Services Division (WSD) is made up of three Lines of Business: WorkSource, Central Operations System Support, and Washington Service Corps (WSC). WSD administers the Labor Exchange (LEX), Migrant Seasonal Farmworker (MSFW), Veterans Services, Trade Adjustment Assistance (TAA), and WorkFirst and RESEA programs for job seekers and employers in Washington and provides job seekers with referrals to partners providing Workforce Innovation & Opportunity Act (WIOA) adult, youth, and dislocated worker training and support services.
EXAMPLE OF DUTIES
As a CVSR, you will promote veteran hiring, strengthen employer relationships, and ensure veterans and eligible spouses receive high-quality employment and training services. This role serves as a key connector between the business community, WorkSource partners, and veterans seeking employment—helping employers understand the value of hiring veterans while ensuring veterans can access the full range of workforce resources available to them.
In this role, you will conduct proactive outreach to employers, unions, apprenticeship programs, and community organizations to expand employment opportunities for veterans. A key responsibility will be to provide individualized employment services, including assessments, job development, referrals, and case management for veterans facing significant barriers to employment. In addition, you’ll also ensure compliance with federal Priority of Service requirements, maintain accurate program records, and collaborate closely with Disabled Veterans Case Managers, WorkSource partners, and the Washington Department of Veterans Affairs. This position is based in Everett, WA and includes outreach throughout Snohomish County.
Some of your duties may include:

Build and maintain relationships with employers, unions, apprenticeship programs, and community partners to promote veteran hiring and identify job opportunities.

Conduct employer outreach, needs assessments, and labor-market engagement to connect veterans with suitable employment.

Provide individualized employment and training services to veterans and eligible spouses, including assessments, job development, referrals, and follow-up.

Deliver intensive case management for veterans with significant barriers to employment, including developing and updating Individualized Employment Plans (IEPs).

Ensure veterans and eligible persons receive Priority of Service by training WorkSource staff and partners on related policies and requirements.

Coordinate with WIOA, DVOP, VR&E, and other workforce programs to align services and support veteran job seekers.

Participate in job fairs, hiring events, and community activities that support veteran employment.

Maintain accurate case notes, service documentation, and employer data in required systems; monitor outcomes and prepare quarterly reports.

Conduct targeted outreach to underserved veteran populations, including those on military bases, identifying as LGBTQ+, in tribal communities, at colleges, and in justice-involved settings.

Facilitate connections to internal and external resources, including training programs, UI, apprenticeships, and supportive services.
