Bratslavsky Consulting Engineers, Inc. (BCE) is seeking a highly skilled Civil Engineer with an active Oregon PE license to join our growing team. The ideal candidate will support the planning, design, and delivery of federal facility replacement and site improvement projects, including utility infrastructure, grading and drainage, stormwater management, roadway and parking design, fire access, and site development planning. This role requires strong coordination skills and the ability to work closely with architects, structural, mechanical, electrical, geotechnical, surveying, and environmental professionals throughout all phases of project delivery. This position will serve as the Civil Engineering lead for multidisciplinary architectural and engineering teams responsible for developing site design solutions from conceptual planning through final construction documents.

Key Responsibilities:
- Lead civil engineering design efforts for federal and public-sector facility projects.
- Prepare and oversee site development plans, grading plans, drainage analyses, erosion control measures, roadway and parking layouts, and utility infrastructure designs.
- Design and coordinate domestic water, sanitary sewer, electrical, communications, and site utility systems.
- Evaluate existing utility capacities and identify required infrastructure improvements.
- Develop stormwater management strategies and drainage solutions.
- Coordinate geotechnical investigations, topographic surveys, and utility verification efforts.
- Design fire apparatus access roads, turnarounds, and emergency access features in accordance with applicable codes and standards.
- Prepare engineering reports, technical narratives, calculations, specifications, cost estimates, and construction documents.
- Participate in schematic design, design development, value engineering, and construction document reviews.
- Coordinate with utility providers, government representatives, regulatory agencies, and project stakeholders.
- Support project budgeting and cost control efforts throughout design development.
- Participate in site visits, project meetings, and quality control reviews.
- Provide technical responses to contractor and bidder questions during procurement phases.
- Ensure all work complies with Oregon state regulations, codes, and standards.
Qualifications:
- Active Oregon PE license (required).
- Bachelor’s degree in Civil Engineering or related field.
- 7+ years of civil engineering experience (Oregon and/or PNW experience preferred).
- Proficiency in Civil 3D, AutoCAD, and related industry software.
- Strong understanding of Oregon permitting processes (DEC, ODOT, etc.).
- Excellent communication and project management skills.
- Ability to work independently and handle multiple projects simultaneously.
