Job Overview
Valleo Residential is seeking an organized, proactive, and detail-oriented Environmental Compliance Manager to oversee water, wastewater, septic, metering, and related environmental compliance responsibilities for our properties and community systems in multiple states. Upfront travel may be required for initial inspections but regular travel is not anticipated.
This position will manage regulatory reporting, licensing, inspections, sampling schedules, vendors, system operators, and resident notifications. The Environmental Compliance Manager will also coordinate utility locates through 811, submit septic permit applications, and create and manage septic pumping schedules.
The ideal candidate is comfortable working with state agencies, certified operators, laboratories, contractors, property managers, maintenance teams, and residents. This role requires strong follow-through, accurate recordkeeping, and the ability to manage multiple deadlines across several properties and systems.
Water Wells and Regulatory Compliance
- Prepare and submit required monthly, annual, and biennial reports to state regulatory agencies.
- Coordinate and track bacteriological sampling, Lead and Copper reporting, and other routine and non-routine water samples.
- Maintain a compliance calendar to ensure all samples, reports, inspections, licenses, and certifications are completed within required time frames.
- Prepare and distribute annual Consumer Confidence Reports for each community water system by the required deadline.
- Submit Consumer Confidence Report certifications and related documentation to the state.
- Find, hire, and coordinate certified well operators when needed.
- Ensure each water system maintains the required level of certified operator coverage.
- Manage well operators and work with them to address property issues, operational needs, and system improvements.
- Identify preventive maintenance and capital improvement projects that may extend the life of water systems.
- Handle annual licensing for well systems, boiler inspections, and boiler licensing.
- Coordinate sanitary surveys and other periodic state inspections.
- Distribute reports, notices, and violations issued by regulatory agencies.
- Address violations promptly and track corrective actions through completion.
- Prepare and distribute required Tier 1, Tier 2, and Tier 3 public notices within mandated timelines.
- Assist with equipment purchases, replacements, and system upgrades.
- Coordinate well repairs with contractors, property managers, and maintenance personnel.
- Maintain the Lead Service Line Inventory and complete ongoing EPA and state reporting.
- Develop and manage plans to investigate, repair, or replace unknown and lead service lines.
Cross-Connection Control and Backflow Prevention
- Coordinate annual testing of backflow prevention devices with qualified testing companies.
- Maintain records of backflow devices, testing dates, results, repairs, and certifications.
- Administer the cross-connection control program.
- Track required surveys and ensure they are completed on schedule.
Wastewater Treatment
- Manage and coordinate the operator of the Evergreen wastewater treatment plant.
- Ensure the facility meets applicable state reporting, inspection, operational, and compliance requirements.
- Track operator activities, required sampling, maintenance needs, and corrective actions.
Septic Systems
- Prepare and submit septic permit applications to the appropriate agencies.
- Create, maintain, and manage septic pumping schedules for company properties.
- Coordinate septic pumping, inspections, repairs, and related vendor services.
- Maintain records of pumping dates, system conditions, permits, inspections, and recommended repairs.
- Work with property managers and maintenance teams to address septic system concerns promptly.
Utility Locates
- Contact 811 and submit utility locate requests before excavation, repairs, installations, or other applicable work.
- Track locate request numbers, marking status, expiration dates, and required renewals.
- Coordinate with contractors and property teams to ensure work does not begin until required locates are complete.
Metering and Water Usage
- Manage top-level meter readings, uploads, monitoring, and monthly corrections.
- Review meter data for leaks, unusual usage, missing reads, or meters reading incorrectly.
- Create work orders when leaks or meter issues are identified and follow them through completion.
- Order replacement meters and related equipment when needed.
- Correct and reupload water readings during monthly billing when issues arise.
- Set up metering for new properties.
- Reconcile master meter totals against combined submeter readings to identify water loss, leaks, or unbilled usage.
- Manage submeter billing compliance and administration of the metering platform.
Qualifications
- Experience in environmental compliance, water systems, wastewater systems, utilities, property operations, public works, or a related field.
- Familiarity with regulatory reporting, permitting, licensing, inspections, and recordkeeping.
- Ability to understand and manage compliance deadlines and technical documentation.
- Strong organizational, communication, and vendor-management skills.
- Ability to coordinate effectively with state agencies, operators, laboratories, contractors, property managers, maintenance teams, and residents.
- Proficiency with spreadsheets, online reporting systems, databases, and document-management tools.
- Ability to identify problems, initiate corrective action, and follow issues through resolution.
- Valid driver’s license and the ability to travel to company properties as needed.
Preferred Qualifications
- Experience with community water systems, wells, septic systems, wastewater treatment plants, or utility metering.
- Knowledge of EPA and state drinking-water requirements.
- Familiarity with Consumer Confidence Reports, Lead and Copper reporting, Lead Service Line Inventories, sanitary surveys, and public-notification requirements.
- Experience coordinating 811 utility locates and septic permits.
- Experience working in property management, manufactured housing communities, multifamily housing, or another multi-site environment.
- Relevant environmental, water, wastewater, operator, or project-management certifications.
Pay: $60,000.00 - $68,000.00 per year
