The New Mexico Department of Transportation (NMDOT) provides a safe and efficient transportation system for the traveling public while promoting economic development and preserving New Mexico's environment.
The NMDOT Rail Bureau is within the NMDOT Transit and Rail Division, one of the divisions under NMDOT's Modal Programs business unit. The Rail Bureau oversees management of NMDOT-owned railroad assets, coordinates with railroads on statewide highway projects that have railroad impacts, administers the statewide highway-railroad grade crossing safety program, conducts statewide rail planning, and works with the Federal Railroad Administration to conduct railroad safety investigations statewide on railroads not owned by NMDOT.

Why does the job exist?
This position exists primarily to manage the statewide highway-railroad grade crossing safety program (Section 130 Program), but also to assist other Rail Bureau staff with NMDOT highway program projects that intersect with railroads and require coordination with railroads, and to assist with other overall duties of the Rail Bureau as needed. The position supports the delivery of transportation projects, management of railroad assets, and administration of rail safety programs through effective coordination and regulatory compliance.
How does it get done?
The primary responsibilities of this position will include:
- Coordinate with the Federal Highway Administration, municipalities, railroads, communities, citizens, tribal governments, and other stakeholders to review railroad grade crossing safety concerns and identify new eligible crossing safety improvement projects (Section 130 projects).
- Develop, implement, and manage railroad crossing safety (Section 130) project design and construction projects.
- Manage the Section 130 grade crossing safety program budget, funding obligations, project costs, and invoicing.
- Create Computer-Aided Design and Drafting (CADD) designs, drawings, and exhibits.
- Create and maintain Geographic Information System (GIS) mapping and exhibits.
- Perform field railroad crossing evaluations, inspections, and inventories.
- Work with railroads and NMDOT highway districts to coordinate railroad and highway maintenance activities with one another at railroad crossings to ensure a quality result for the traveling public.
- Encourage and coordinate railroad and public road authority cost sharing partnerships to address certain crossing safety issues.
- Create cooperative agreements between railroads and road authorities to document the responsibilities of each under such projects.
- Ensure that the Federal Railroad Administration (FRA) national grade crossing inventory system contains accurate crossing inventories for New Mexico crossings.
- Write project design and construction contracts, agreements, and other documents.
- Assist other Rail Bureau staff with NMDOT highway program projects that require coordination with railroads.
- Assist in reviewing and issuing certifications for statewide transportation projects for potential railroad impacts.
- Assist in other Rail Bureau technical matters as needed.

Minimum Qualification
High School Diploma or equivalent and six (6) years of relevant experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required experience.
Employment Requirements
Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course certificate from the State of New Mexico or must pass and receive a Defensive Driving Course certificate as a condition of continued employment.
Employment requires successful completion of post offer pre-employment physical.
Reference check and Driver's License verification are required, and employment is conditional pending results.
Working Conditions
Work is performed in an office setting. Exposure to: Visual/Video Display Terminal (VDT), extensive personal computer and phone usage. Communication with the general public and public agencies on a frequent basis. Ability to lift up to 50 pounds. Occasional statewide and out of state travel maybe required.
