Clatsop Behavioral Healthcare has an immediate opening for an Assistant Administrator/Residential Clinician at the North Coast Crisis Respite Center (NCCRC), which serves individuals with severe and persistent mental illness. The clinician will be responsible for an assigned caseload of the residential and respite clients at NCCRC. This position will perform Mental Health Assessments, Assessment Updates, Treatment plans and Crisis Respite Assessment and Treatment Plans, review residential referral packets, schedule and participate in residential referral screening, coordinate admissions and discharges, and coordinate Comagine assessments in accordance with agency and program standards. The clinician will provide individual and group counseling and therapy to assigned caseload and document all contacts in accordance with agency standards. All services provided to clients will be closely tied to the Treatment Plans. The clinician may initiate treatment plans, provide case management and care coordination. The clinician will work closely with Qualified Mental Health Associates (QMHAs), to develop residential treatment plans and residential assessments and assist in developing group curriculum. This position will function as part of an interdisciplinary team and possess flexibility to assist fellow team members to provide continuity and consistency of care to the CBH clients.
Essential Functions/Major Responsibilities:

Provide assessments for all new, current residents and crisis respite clients to obtain comprehensive information regarding presenting problems within a timely manner. This includes the ability to conclude and assign diagnoses.
Develop client centered treatment plans.
Complete and maintain client treatment plans and assessments in accordance with program standards and Oregon Administrative Rule.
Provide services that are tied to the Treatment Plan.
Help identify clients’ natural support system and be able to work within that system as appropriate to facilitate clients’ recovery.
Gather documentation required for Comagine authorizations and participate in Comagine initial and annual determination assessments.
Assist QMHA Residential Support Specialists in creating Residential Service Plans, Residential Assessments in accordance with OAR and program standards.
Assist QMHA Residential Support Specialists in creating group and individual skills training curriculum in accordance with OAR and program standards.
Be knowledgeable of community resources, refer and facilitate clients’ access of these supports.
Organize and participate in client case conferences as directed by program manager
Provide case management services as needed to assigned caseload.
Provide group and individual counseling utilizing Evidence-based Practices.
Assist NCCRC staff with crisis situations.
Consult and coordinate services with other community partners such as: Developmental Disabilities, Primary Care Physicians, DHS, Senior & Disability Services, Courts, and Community Action.
Provide psycho-education to clients, families and the community.
Participate in regular team and agency meetings.
Maintain productivity in keeping with agency expectations and standards. This includes the timely discharge or transfer of clients.
Ensure client confidentiality is maintained and adheres to all ethical and professional standards.
Gather referral information for the program manager. Document contacts with referral sources and decisions regarding admissions.
Participate and coordinate Comagine assessments and gather referral documentation.
Monitor and ensure that all the admission paperwork is completed properly before admission. Ensure regular contact with referents to make sure all necessary documentation is present in the admission packet.
Collect and examine medication orders and medical clearance for potential clients to ensure they are correct in accordance with program standards and coordinate with NCCRC medical staff and Residential Program Manager and work with referent to have any errors fixed before admission.
Participate in residential referral screenings
Coordinate with the Program Manager on all admissions and discharges.
Obtaining Releases of Information to be able to consult and coordinate with other community agencies.
Coordinate discharge planning with all treatment providers.
Complete and maintain all clinical documents and client files according to compliance standards with the State of Oregon Administrative Rules and standards established at CBH. This includes, but is not limited to, the timely completion of Intake Interviews, Mental Health Assessments, Assessment Updates, Treatment Plans, Progress Notes, Incident Reports, and Daily Activity Log.
Maintain all referral documentation in accordance with agency and program standards.
In the event of Residential Program Manager absenteeism, provide administrative support and supervision to NCCRC staff under direct supervision of the Housing and Residential Services Director.
Participate in investigations, court hearings, and other legal proceedings as directed by agency and/or subpoenaed and maintain the required documentation for the same.
All CBH staff are mandatory abuse reporters per the State of Oregon, and as such all staff must be aware of and follow Mandatory Abuse Reporting policies.
Report critical incidents or alleged client abuses to the CBH Abuse Investigator or outside agencies as needed.
Remain flexible to the changing demands of a mental health system and the needs of the agency.
Other duties as assigned.
Education/Experience Requirements:
Master’s Degree in the Behavioral Sciences from an accredited university or a Bachelor of Science in Nursing with an RN is required for Qualified Mental Health Professional (QMHP) certification through MHACBO.
Required to have and maintain an Oregon or Washington Driver's license and meet the agency's insurance carrier's insurance standards at the time of hire
Knowledge or ability to learn about Medicaid, Oregon Health Authority (OHA), and related State and Federal health care regulations to include Oregon Administrative Rules (OARs) and statutes.
Excellent oral and written communication skills.
Strong attention to detail, highly organized.
Knowledge of the Health Insurance Portability and Accountability Act (HIPAA) and the importance of maintaining confidentiality.
Ability to pass a criminal background check.
Have and maintain an Oregon or Washington Driver’s license and meet the agency’s insurance standards.
