Responsibilities
WMATA’s Digital Modernization’s Office of Service Delivery and Operations (SDAO) seeks a Cloud Architect for an estimated 1,920 hours for a one (1) year base period and six (6) month option period for a total potential period of 18 months as described herein utilizing the Virginia Contract No. VA-210625-CAI, WMATA Contract No. CIT01233567. This position requires extensive experience in enterprise cloud architecture, information technology infrastructure design, cloud governance, and cloud platform implementation. The Cloud Architect 4 will serve as a key member of SDAO, responsible for designing, implementing, managing, and optimizing cloud environments that support WMATA's business and technology objectives. The role requires expertise in cloud-native technologies, infrastructure modernization, security, governance, cost management, and collaboration with cross-functional teams to deliver scalable, reliable, and cost-effective cloud solutions. The Cloud Architect 4 will provide strategic guidance on cloud adoption, architecture standards, and technology roadmaps while ensuring alignment with enterprise architecture principles and operational requirements.
Duties/Responsibilities:
- Design and develop enterprise cloud architectures, including compute, network, storage, security, and application integration components.
- Develop and maintain comprehensive cloud architecture documentation, operational procedures, and technical standards to support cloud governance and long-term operational sustainability.
- Assess existing cloud platforms, services, and configurations and identify opportunities for standardization, modernization, automation, and cost optimization.
- Develop cloud operational runbooks, architecture artifacts, and support documentation to facilitate knowledge transfer and future operational transitions.
- Create comprehensive cloud infrastructure designs and implementation roadmaps that align with WMATA business objectives.
- Develop cloud governance frameworks, standards, policies, and best practices to ensure compliance, security, cost effectiveness, and operational consistency.
- Evaluate and recommend cloud technologies, architecture patterns, and technology stacks that support innovation and modernization initiatives. Develop cloud architecture and operational documentation that enables transition of cloud support responsibilities to future WMATA contracts, managed service providers, or WMATA personnel.
- Implement, configure, and deploy cloud environments across enterprise platforms.
- Lead migration efforts for existing applications, services, and data into cloud-based environments.
- Document current-state and future-state cloud environments, including dependencies, integrations, security controls, governance processes, and operational procedures.
- Integrate cloud-native services, including application services, serverless functions, containers, microservices, data orchestration tools, storage platforms, and cloud policy frameworks.
- Monitor cloud infrastructure performance, availability, scalability, and security to ensure optimal operations. Develop and implement cloud cost management strategies and resource optimization practices.
- Troubleshoot and resolve complex cloud infrastructure, application, and integration issues.
- Collaborate with developers, infrastructure teams, security teams, and network engineers to support cloud-based solutions and enterprise initiatives.
- Coordinate software and infrastructure requirements with development teams to ensure successful deployment and operations.
- Develop current-state ("As-Is") and future-state ("To-Be") cloud architecture documentation, including technical diagrams, workflows, and operational procedures.
- Create architecture visualizations and technical documentation utilizing Microsoft Visio or similar modeling and visualization platforms.
- Develop cloud performance, utilization, and cost management dashboards using Power BI or equivalent data visualization tools.
- Provide technical leadership and guidance to project teams throughout the design, implementation, and operational lifecycle of cloud initiatives.
- Analyze enterprise technology requirements and recommend solutions that support long-term strategic goals.
- Support enterprise architecture governance processes and alignment with IT roadmaps and modernization strategies.
- Develop and maintain the following work products:
- Cloud architecture diagrams and technical designs.
- Current-state ("As-Is") and future-state ("To-Be") architecture documentation.
- Cloud governance standards, policies, and best-practice recommendations.
- Cloud migration assessments and implementation recommendations.
- Cloud infrastructure inventories and configuration documentation.
- Cloud operational procedures and technical runbooks.
- Cloud performance, utilization, and cost optimization dashboards.
- Cloud security and compliance assessment documentation.
- Architecture review findings and recommendations.
- Knowledge transfer materials and technical documentation supporting continuity of operations and future transition activities.
Amount of Experience
At least 15 years of relevant experience in design, development, and implementation of information technology infrastructure

5 years specifically in enterprise cloud architecture.

Experience with aligning cloud strategies and technologies with enterprise architecture standards and IT roadmap.

Creating comprehensive cloud architectures, including network layouts, storage solutions, and computation of resources.
