Position Title: Contractor Program Manager – Blue UAS / DCMA Special Programs
Location: San Diego, CA – DCMA Facility
Work Type: Full-time, on-site at the DCMA facility in San Diego, CA.
Position Overview
The Contractor Program Manager (CPM) leads a 14-person team delivering management, technical, contractual, and communications support to the Defense Contract Management Agency (DCMA) Special Programs Command, Unmanned Systems-Experimental (US-X), during Phase 1 development of the Blue List Program, the Department of War's cleared list of Blue UAS (Unmanned Aircraft Systems) platforms transferred from the Defense Innovation Unit (DIU) to DCMA.
Roles and Responsibilities
- Serve as the single point of contact for all matters relating to contract performance, with authority to commit contractor resources and direct contractor personnel necessary to successfully perform the Blue List Program Support Services task order.
- Provide day-to-day oversight of contractor operations and serve as the primary operational liaison between the Government and contractor personnel across the San Diego, CA and Fort Lee, VA sites.
- Develop, maintain, and manage a resource-loaded Integrated Master Schedule (IMS) tracking Blue List milestones, software releases, interagency dependencies, and other contract activities, using Microsoft Project or a format directed by the Government, with weekly updates.
- Apply Critical Path Method (CPM) analysis to identify schedule risks, recommend corrective actions, and communicate schedule impacts to the Government, flagging critical path slippage or schedule variances exceeding plus or minus 10 % with a mitigation plan within two business days.
- Provide administrative and technical oversight of all contractor activities to ensure personnel are appropriately trained, aligned, and performing in accordance with contract requirements.
- Maintain records of labor hours worked by contractor personnel and submit monthly labor reports for Government verification prior to invoicing.
- Attend recurring program management meetings and coordinate contract execution activities with the Government Blue List Program Manager and the CORs.
- Coordinate the preparation, review, submission, and resolution of all contract deliverables, ensuring Government comments and required corrective actions are addressed within the timelines the Government sets based on mission impact and urgency.
- Prepare and submit the Monthly Status Report (CDRL A001) by the 10th of each month, detailing task-by-task progress and milestones for each position hired, risk management matrices with mitigation actions, staffing levels including clearance and PIV/CAC credential status, and cumulative and projected spend plans and burn rates.
- Prepare and submit the Monthly Manpower Hours and Funds Report (CDRL A002) by the 10th of each month, detailing hours worked and verifiable wages paid for all contractor personnel.
- Coordinate contractor staffing activities, including onboarding and offboarding, notification of key personnel changes, management of staffing vacancies, and verification that required certifications, training, and security requirements are maintained throughout performance.
- Submit written vacancy notifications to the COR within the required timeline and fill vacancies with qualified personnel within 30 calendar days of departure, providing a written report to the COR detailing recovery actions if a vacancy cannot be filled in that window.
- Coordinate administrative activities necessary to support contract performance, including facility access, badging, Government-furnished property accountability, security requirements, and authorized travel.
- Maintain and provide recurring management reports and records, including performance status reports, action item logs, risk and issue logs, and other contract management documentation requested by the Government.
- Identify risks and performance issues affecting contract execution, coordinate corrective actions, and communicate significant issues, impacts, and recommendations to the Government in a timely manner.
- Schedule and coordinate the Project Kick-Off Meeting within ten business days of award with the DCMA US-X TPOC, the Blue List Program Manager, and the CORs, distributing a formalized agenda in advance and a comprehensive Meeting Minutes Report afterward.
- Execute the Transition-In Plan so that all personnel are fully onboarded and in place within 30 calendar days of award with zero service disruption, and deliver a Transition-Out Plan three months prior to contract expiration if required by the Government.
- Develop, submit, and maintain the Quality Control Plan (QCP) within 10 working days after award, addressing quality workmanship, continual process improvement, and correction of deficiencies.
- Ensure contractor personnel identify themselves as contractors at all times, maintain the non-disclosure agreement process for CUI and proprietary data, and immediately report potential or actual ethical infractions to the Contracting Officer and COR.
Required Qualifications
- Minimum of ten (10) years of professional experience in project management, team leadership, and program scheduling, with at least four (4) years directly supporting the Department of War (DoW) or federal agencies.
- U.S. citizenship.
Required Education
Bachelor's degree in Business Administration, Management, Systems Engineering, or a related operational field.
Preferred Qualifications
- Master's degree.
- Active Project Management Professional (PMP) or PMI Scheduling Professional (PMI-SP) certification.
Required Clearance Level
Active Public Trust Clearance.

Compensation Disclaimer: The salary range listed reflects a broad span to account for variations in experience, education, certifications, security clearance level, and other job-related factors. Final compensation will be determined based on the candidate's qualifications, relevant experience, and alignment with both company guidelines and contractual rate restrictions established by the Government or customer.
Pay: $95,000.00 - $120,000.00 per year
