The Property Compliance Specialist is responsible for collecting documentation, preparing certification files, tracking compliance deadlines, communicating with applicants and residents, and ensuring files are complete and ready for review. The corporate Compliance team retains responsibility for the final review and approval of all new move-in and recertification files.
- Coordinate the property’s day-to-day compliance activities and serve as the primary on-site contact for compliance-related matters.
- Prepare and submit new move-in, initial certification, annual recertification, interim recertification, and other applicable files to the corporate Compliance team for review and approval.
- Ensure no household moves in, and no certification is finalized, until the required approval has been received from the corporate Compliance team.
- Review files for completeness and accuracy before submitting them to the corporate Compliance team.
- Collect, review, and organize applications, income documentation, asset documentation, household composition information, verifications, and other required compliance materials.
- Communicate with applicants and residents regarding required documentation, appointments, deadlines, and outstanding compliance items.
- Track annual recertifications, interim recertifications, inspections, notices, and other time-sensitive compliance requirements to ensure timely completion.
- Monitor the screening of applicants and residents for eligibility in accordance with the requirements of each applicable housing program.
- Assist with determining and documenting household income, assets, allowances, student status, household composition, and other eligibility factors in accordance with applicable program requirements.
- Enter and maintain accurate applicant, resident, certification, and compliance information within the property’s operating and compliance systems.
- Maintain organized, complete, and audit-ready electronic and physical resident files.
- Respond promptly to questions, correction requests, and findings identified by the corporate Compliance team.
- Work with property management and the corporate Compliance team to resolve incomplete documentation, file discrepancies, compliance deficiencies, and missed deadlines.
- Maintain required property postings, notices, waitlist documentation, resident communications, and compliance records.
- Assist with maintaining the property’s waiting list in accordance with applicable program requirements, the Tenant Selection Plan, and company policies.
- Prepare or coordinate notices related to waitlists, certification appointments, resident requirements, community service, inspections, and other program obligations.
- Monitor applicable community service and resident service requirements and maintain supporting documentation.
- Assist with the preparation and submission of weekly, monthly, annual, and other required compliance reports.
- Help prepare the property for management reviews, agency inspections, file audits, investor reviews, and other compliance-related monitoring.
- Assist with responding to audit findings and implementing corrective actions as directed by property management or the corporate Compliance team.
- Monitor property practices for consistency with applicable regulatory agreements, Land Use Restriction Agreements, Tenant Selection Plans, Affirmative Fair Housing Marketing Plans, company policies, and program requirements.
- Identify potential compliance concerns and promptly escalate them to the Property Manager and corporate Compliance team.
- Provide compliance-related guidance and support to on-site employees based on established company policies and direction from the corporate Compliance team.
- Participate in required compliance training and assist with reinforcing established procedures at the property.
- Maintain the confidentiality and security of applicant and resident information.
- Perform other duties as assigned.
- Working knowledge of LIHTC, Section 8, and other affordable housing program requirements applicable to the property.
- Knowledge of applicant eligibility, income and asset verification, household composition, student status, annual recertification, and resident file requirements.
- Familiarity with EIV, TRACS, and other applicable compliance reporting systems.
- Understanding of Fair Housing laws and other federal, state, and local laws applicable to property management.
- Ability to interpret and consistently follow regulatory documents, program guidelines, company policies, and established compliance procedures.
- Strong organizational and time-management skills, with the ability to track multiple deadlines and follow up on outstanding documentation.
- Strong attention to detail and the ability to identify missing, inconsistent, or potentially inaccurate information.
- Ability to maintain accurate, organized, and audit-ready records.
- Strong written and verbal communication skills.
- Ability to communicate professionally and effectively with applicants, residents, property employees, corporate personnel, auditors, and regulatory representatives.
- Ability to handle confidential and sensitive information appropriately.
- Ability to work independently while collaborating closely with property management and the corporate Compliance team.
- High school diploma or equivalent required; education beyond high school is preferred.
- Two or more years of affordable housing, property management, leasing, or compliance experience preferred.
- Experience preparing LIHTC, Section 8, or other affordable housing certification and recertification files strongly preferred.
- Affordable housing compliance certification, such as Housing Credit Certified Professional (HCCP), Certified Occupancy Specialist (COS), or equivalent designation, is preferred.
- Valid driver’s license and reliable transportation may be required for job-related duties.
- Ability to attend occasional off-site training, meetings, or compliance-related activities as needed.
