Develop and administer a comprehensive human resources plan in accordance with applicable law, Board policy and best practices; assist other administrators with identifying staff development needs at building/departmental level.
Direct and supervise the recruitment, selection and employment processes of all administrative, instructional, and support personnel.
Monitor all personnel actions involving status and salary and prepare the recommendations of the Superintendent concerning all such personnel matters, including, but not limited to, the hiring of new personnel, resignations, terminations, discipline and/or corrective action, leaves of absences, and changes in assignment.
Oversee the administration of the District's leave of absence policies and procedures for all employee groups.
Administer current collective bargaining agreement(s), compensation & benefits plans outlined in various employee handbooks, and personnel policies and procedures to ensure compliance with the provisions and spirit thereof and provide adequate staff training on applicable elements of these agreements, handbooks, policies and procedures.
Assist with negotiating the district's collective bargaining agreement(s); prepare contingency plans for work stoppages, slow-downs or sanctions declared by the bargaining unit(s); direct and/or participate in the grievance/arbitration, mediation, and fact-finding processes.
Develop, implement and administer the district's compensation program to ensure alignment with strategic objectives and budgetary constraints. This includes managing salary structures, employee classifications, and conducting market analysis to maintain a competitive compensation structure.
Develop, recommend, evaluate, and manage personnel-related policies and accompanying administrative procedures and best practices for Board review and approval.
Oversee the district's annual evaluation process.
Coordinate and prepare various statistical reports and surveys concerning salaries, benefits, certification, and staff characteristics as needed.
Coordinate and administer employee compliance training which include topics such as mandated reporter, unlawful harassment, employee discipline, etc.
Supervise the maintenance of all personnel records to ensure a confidential, comprehensive, efficient, accurate, and current record of all matters pertaining to an individual's employment with the district.
Serve as the District Title IX Coordinator.
Design and implement the budget for the Department of Human Resources.
Perform other duties as assigned by the Chief Operating Officer.
