Division of Child Welfare: Provider Services Unit
The position is located in the Division of Child Welfare, Provider Services Unit. The Division is responsible for the ongoing implementation of child welfare services in Colorado and supervises county departments of human/social services in the administration of Child Welfare programs, as well as privately operated 24-hour care facilities, child placement agencies, day treatment facilities, and Applied Behavior Analysis Clinics. The Provider Services Unit exists to license, manage, supervise, and provide statewide oversight for privately operated 24-hour childcare facilities, agencies, and clinics, to include Residential Child Care Facilities (RCCFs), Secure Residential Treatment Centers (SRTCs), Psychiatric Residential Treatment Facilities (PRTFs), Qualified Residential Treatment Programs (QRTPs), Homeless Youth Shelters, Specialized Group Homes and Centers, Child Placement Agencies, Adoption Agencies, Respite Child Care Centers (RCCCs), Applied Behavior Analysis Clinics, and Day Treatment Facilities across the State of Colorado. The goals of the unit are to ensure the health, safety, and well-being of the youth served in those facilities and to audit and investigate reports/allegations involving licensing violations, facility or agency culpability, and to ensure the safety of children in out-of-home placements using Volume 7 rules and regulations, the Licensing Act, and all other applicable rules and statutes.

About this position:
This position exists to manage the day-to-day operations of the ABA Clinic licensing teams under the Provider Development Unit and serves as the senior authority for appeal submissions as it relates to licensed providers in the state of Colorado. This position oversees two teams of licensing specialists as well as compliance coordinators tasked with licensing and overseeing daily operations of all of the 24-hour child care facilities, agencies, and ABA clinics in the state of Colorado. This position acts as the senior authority over ABA Clinic licensing processes and collaborates with providers, counties, other Departments, and the public around licensing and adoption rules, regulations, policies, and practices. This position supervises two Social Services Vs - both ABA Clinic licensing supervisors within the unit. This position will be home-based, and travel will be required. This position is designated as remote and is 100% home-based.
Summary of Job Duties:
Program Administration and Strategic Planning
As an administrator in the Provider Development Unit, this position is responsible for administering and running the ABA Clinic licensing teams and all processes associated with both teams. This position manages two teams of licensing specialists, compliance coordinators, and their supervisors and is responsible for the creation and management of systems to operationalize ABA Clinic licensing requirements, including helping staff complete program objectives. This position oversees two supervisors, both of whom have teams of licensing specialists and compliance coordinators each.
This administrator role is responsible for the development of ABA Clinic licensing standards of practice and helps to ensure teams implement rules as written in Volume 7 as well as internal policies as it relates to those rules. This position provides technical assistance and consultation regarding legal requirements, rules, regulations, and program policies to agency/facility staff, Department staff, county staff, community partners, staff in other states, and the public as needed or necessary. This position also oversees data collection and the development of strategic plans and goals for tracking the progress of any program or initiative. This position also is responsible for the strategic implementation of fiscal components of legislation as it relates to ABA Clinic licensing and managing respective budgets.
This administrator attends mandatory meetings as identified by CDHS and/or DCW, which may include Division meetings, staffings, unit meetings, and supervisions. This position also attends meetings and training specific to ABA Clinic licensing requirements, as approved and/or required by their manager. This position attends relevant training relevant to professional development in the performance of ABA Clinic licensing duties. This position is responsible for disseminating information to appropriate partners regarding ABA Clinic licensing practice within the Provider Development Unit.
Appeals Panels Administrator
The 24-Hour Appeal Panels are advisory panels that make recommendations for appeals on published regulations, submitted by counties, agencies, and facilities. This position, along with the Adoption and Licensing Administrator position, is responsible for jointly overseeing the statutory appeals process and the appeals panels, in which members are appointed by the CDHS Executive Director or designee. This position works directly with the Attorney General’s Office in the event that an appeal decision is challenged and requested for hearing. This position will request a hearing to be set by the Attorney General’s Office and assist in providing their office the necessary documentation and jointly preparing for the hearing. This position will review all appeals prior to them being sent to the Appeal Panels in order to ensure that they meet criteria to be appealed and are complete and accurate.
Rule Development and Consultation
This position advises on interpretation of statutes and rules to the Division of Child Welfare and the Office of Children, Aging, and Community Services. This position is responsible for suggesting adjustments to rules based on changes in policies, practices, and statutes at a statewide level for providers as it relates to ABA Clinic licensing practices. Partners with internal and external stakeholders to identify necessary rule changes to Volume 7 Colorado Code of Regulations.
Training and Technical Assistance
Evaluates the need for training and technical assistance. Develops the training plan and materials, prioritizes training needs, determines training content and methods. Provides training and technical assistance to the ABA Clinic licensing supervisors and their respective teams as well as externally in provider, county, and public-facing meetings. Integrates policy/program changes into training curriculum. Collaborates with appropriate staff to develop and maintain training materials.
Problem Solving
Identifies and detects system problems, and designs solutions to those identified problems. Implement solutions through individual, team, and external technical assistance. Identify barriers in the provider network as it relates to ABA Clinic licensing practices, and provide strategies to overcome these barriers, as appropriate. Use existing statutes, rules, Attorney General’s opinion, and guidelines as resources for solving problems. Negotiates between parties to ensure adequate and professional service delivery.
Performs other duties as assigned to support department and division objectives. This position may serve as a liaison and/or primary contact to providers as it relates to licensing and/or adoption.

A combination of related education and/or relevant experience in an occupation related to the work assigned equal to nine (9) years.

Master's in Human Services Field; BCBA or Equivalent

Travel – This position might be required to travel for conferences, site visits, or as needed.
This position may be required to complete overnight travel and infrequent extended travel within the State of Colorado. Auto insurance is also required. -
