Under the direction of management, performs a variety of administrative, programmatic, and operational support functions for the Workforce Development Board. Responsible for coordinating board and committee activities, maintaining program records, supporting fiscal and compliance functions, developing policies and procedures, and ensuring efficient day-to-day operations in accordance with the requirements of the New Jersey Department of Labor and Workforce Development (NJDOL), the Workforce Innovation and Opportunity Act (WIOA), and applicable federal and state regulations.
Examples of Work
- Maintains vendor, and program records in workforce development databases and case management systems.
- Generates reports, spreadsheets, correspondence, presentations, and meeting materials using standard office software applications.
- Creates purchase requisitions, orders office and program supplies, and maintains inventory of administrative and program materials.
- Develops, updates, and modifies policies, procedures, and operational guidance based on NJDOL regulations to ensure continued compliance and effective program administration.
- Coordinates Workforce Development Board meetings, committee meetings, public hearings, orientations, workshops, interviews, and other workforce development activities; prepare agendas, records meeting minutes, and distributes meeting materials as needed.
- Assists with outreach efforts, including communication with employers, training providers, community organizations, and workforce partners.
- Organizes and maintains electronic and paper filing systems for workforce development programs and administrative operations.
- Conducts fiscal audits of subrecipients in accordance with NJDOL policy and directives.
- Receives, reviews, and distributes incoming correspondence and workforce-related documentation.
- Assists with maintaining mailing lists, stakeholder contact databases, and distribution of workforce-related communications.
- Utilizes various office technologies, including workforce management systems, Microsoft Office applications, email systems, printers, scanners, and other office equipment.
- Maintains records and files in accordance with state retention requirements and Workforce Development Board policies.
Requirements:
Education and Experience: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.
- Possession of a bachelor's degree from an accredited college or university, OR
- Four (4) years of professional experience in the review, analysis and evaluation of operating programs in an agency or organization.
- Prior experience in planning and economic and labor market development preferred.
Knowledge and Abilities:
- Knowledge of workforce development programs and services, including WIOA and related federal and state workforce initiatives.
- Ability to maintain accurate records and prepare detailed reports.
- Ability to communicate effectively with workforce partners, employers, job seekers, and the public.
- Ability to manage multiple assignments and meet established deadlines.
- Proficiency in Microsoft Office applications, database management systems, and electronic records systems.
- Ability to handle confidential information with discretion and professionalism.
Strong organizational, customer service, and administrative support skills.
Knowledge of economic, research, demographic, labor market and statistical theory, principles, procedures, practices and calculation devices and their application for specific projects.
Knowledge of the methods used to conduct a variety of statistical surveys and research projects and conducting statistical analyses involving the interpretation of statistical measures.
Knowledge of the application of cost-effectiveness analysis techniques to a program of social services and enforcement.
Ability to plan, develop, and organize major demographic, economic or labor market programs.
Ability to prepare clear, sound, accurate and informative demographic, economic and labor market analyses and reports containing findings, conclusions and recommendations.
Ability to interpret and apply information of economic conditions in the local area and determine their probable effect on the programs, services and workload of the Department.
Ability to design and implement methods to compile program data and generate reports.
Ability to evaluate research and grant proposals and to monitor research studies conducted by outside agencies and individuals.
