Human Resources Manager

Job Summary
DreamHouse ʻEwa Beach Public Charter School is seeking a highly organized, knowledgeable, and people-centered Human Resources Manager to lead and manage the school's human resources functions.
The Human Resources Manager is responsible for supporting the full employee lifecycle, including recruitment, hiring, onboarding, personnel records, benefits administration, leave management, employee relations, performance management, payroll coordination, labor compliance, and employee separation.
This position works closely with the Head of School, school leadership, Finance/Business Office, department supervisors, employees, and external agencies to ensure that DreamHouse maintains accurate, timely, compliant, and employee-centered HR practices.
The ideal candidate is proactive, detail-oriented, confidential, and able to balance employee support with organizational accountability. The HR Manager must be comfortable working in a fast-paced school environment while managing multiple deadlines, personnel matters, and compliance requirements.
Key ResponsibilitiesRecruitment & Hiring
- Coordinate and manage recruitment efforts for instructional, administrative, operational, and support positions.
- Develop and maintain job descriptions and employment postings.
- Screen applicants and coordinate interviews with hiring managers and school leadership.
- Support hiring recommendations, reference checks, employment offers, and pre-employment requirements.
- Maintain accurate records of vacancies, applicants, offers, and hiring status.
- Coordinate required background checks, employment eligibility verification, and other pre-employment documentation.
- Support recruitment and retention strategies designed to attract qualified educators and school professionals.
Employee Onboarding & Personnel Records
- Manage the employee onboarding process from offer acceptance through completion of required employment documentation.
- Conduct or coordinate new employee orientation.
- Ensure employees complete required employment, payroll, benefits, tax, and personnel documentation.
- Maintain accurate and confidential personnel files.
- Track employment contracts, position assignments, bargaining units, salary classifications, employment status, and required documentation.
- Maintain employee information within applicable HR and payroll systems.
- Ensure personnel changes are documented, approved, and communicated to appropriate departments.
Benefits Administration
- Coordinate employee health and benefit enrollment processes.
- Support eligible employees with EUTF health benefits, ERS retirement enrollment, life insurance, flexible spending accounts, and other applicable employee benefits.
- Track employee eligibility and required enrollment deadlines.
- Coordinate qualifying life event changes and employee benefit updates.
- Maintain appropriate benefits documentation and communicate changes to employees and payroll.
- Serve as a resource to employees regarding benefit enrollment procedures while directing plan-specific questions to the appropriate agencies when necessary.
Payroll & Compensation Coordination
- Work closely with Finance and payroll providers to ensure employee compensation information is accurate and timely.
- Verify new hires, salary changes, step changes, stipends, additional compensation, separations, and other personnel actions before payroll processing.
- Maintain accurate employee position and compensation records.
- Review payroll-related HR information for accuracy and resolve discrepancies.
- Track employee status changes, including full-time, part-time, temporary, and other employment classifications.
- Coordinate payroll documentation related to leave, benefits, and personnel actions.
Leave & Attendance Administration
- Administer and maintain employee leave records in accordance with applicable policies, collective bargaining agreements, and laws.
- Track sick leave, vacation, personal leave, leave without pay, and other applicable leave categories.
- Coordinate FMLA and other protected leave processes when applicable.
- Maintain appropriate documentation for employee absences and extended leaves.
- Work with supervisors to ensure employee attendance and leave records are submitted accurately and timely.
- Communicate approved personnel and leave adjustments to payroll.
Labor Relations & Employee Relations
- Support the administration of applicable HGEA and HSTA collective bargaining agreements.
- Maintain accurate employee bargaining unit and classification information.
- Assist leadership with employee relations matters, workplace concerns, corrective action, performance improvement plans, and disciplinary processes.
- Support supervisors in appropriately documenting employee performance and conduct concerns.
- Participate in employee meetings when HR representation is appropriate.
- Maintain confidentiality and ensure personnel matters are handled professionally, consistently, and respectfully.
- Assist leadership with conflict resolution and workplace concerns.
Performance Management
- Coordinate employee performance evaluation timelines and documentation.
- Support supervisors with performance management processes.
- Maintain records of employee evaluations, performance improvement plans, corrective actions, and related documentation.
- Assist leadership in developing clear performance expectations and improvement plans.
- Track required follow-up dates and ensure performance-related documentation is completed.
HR Compliance
- Ensure DreamHouse HR practices comply with applicable federal and Hawaiʻi employment laws, regulations, school policies, and collective bargaining agreements.
- Maintain required employment documentation, including I-9 records and other personnel records.
- Support compliance with FMLA, FLSA, ADA, EEO, workers' compensation, and other applicable employment requirements.
- Monitor HR deadlines and proactively communicate upcoming requirements to leadership and employees.
- Maintain confidentiality of employee and personnel information.
- Assist with HR-related audits, information requests, and compliance reviews.
- Support preparation of personnel documentation requested by authorized government agencies and organizational partners.
HR Systems & Reporting
- Maintain accurate employee information within DreamHouse HR, payroll, and personnel management systems.
- Maintain employee rosters and staffing reports.
- Develop and maintain HR tracking systems for vacancies, onboarding, benefits, leave, evaluations, contracts, and personnel actions.
- Provide regular staffing and HR updates to the Head of School and executive leadership.
- Analyze HR data to identify staffing trends, vacancies, attendance patterns, turnover, and other workforce needs.
- Maintain appropriate electronic and physical HR records.
Employee Separation & Offboarding
- Coordinate employee resignation, retirement, termination, and other separation processes.
- Ensure appropriate documentation and approvals are completed before processing employee separations.
- Coordinate final payroll and benefit information with Finance and applicable providers.
- Collect school property, system access information, keys, equipment, and other organizational materials as appropriate.
- Maintain accurate separation records and update HR systems accordingly.
- Conduct or coordinate exit interviews when appropriate.
Minimum Qualifications
- Bachelor's degree in Human Resources, Business Administration, Public Administration, Management, or a related field; equivalent combination of education and directly related HR experience may be considered.
- Minimum of 3 years of progressively responsible human resources or personnel administration experience.
- Demonstrated experience with employee onboarding, personnel records, benefits, leave administration, recruitment, or employee relations.
- Knowledge of federal and state employment laws and HR compliance requirements.
- Experience working with confidential and sensitive employee information.
- Strong organizational skills with demonstrated ability to manage multiple deadlines and priorities.
- Strong written and verbal communication skills.
- Proficiency with HR information systems, spreadsheets, electronic records, and standard business technology.
Preferred Qualifications
- Five or more years of progressively responsible HR experience.
- Experience in a Hawaiʻi public school, public charter school, nonprofit, government, or unionized environment.
- Experience working with HGEA and/or HSTA bargaining units and collective bargaining agreements.
- Familiarity with Hawaiʻi public employee benefits and retirement systems, including EUTF and ERS.
- Experience coordinating payroll and employee compensation changes.
- Experience with HRIS and payroll systems.
- SHRM-CP, SHRM-SCP, PHR, SPHR, or other recognized HR certification.
- Master's degree in Human Resources, Business Administration, Public Administration, or a related field.
