Kitsap County is seeking a dynamic and mission-driven Children’s Care Manager and Systems Coordinator to join the Salish Behavioral Health Administrative Services Organization (SBH-ASO). This key role strengthens behavioral health access and quality for youth and families across Kitsap, Jefferson, and Clallam Counties. This position is part of a regional team responsible for planning, coordinating, and evaluating behavioral health programs funded through state, federal, and Medicaid resources. You will help ensure high-quality care, promote system innovation, and support regional planning efforts across multiple child-serving systems. The role provides the opportunity to work collaboratively with providers, state partners, and community stakeholders to improve youth behavioral health outcomes.

As the Children’s Care Manager and Systems Coordinator, you will:

Serve as the clinical treatment liaison between SBH-ASO, provider agencies, state hospitals, inpatient programs, and residential treatment facilities.
Lead the resolution of sensitive or complex issues related to the availability and quality of behavioral health services.
Conduct utilization management reviews and address utilization trends through consultation with contracted providers.
Represent SBH-ASO at local, regional, and statewide behavioral health meetings and workgroups.
Direct ongoing needs assessments, program evaluations, and compliance audits to ensure alignment with state, federal, and contractual requirements.
Analyze program effectiveness and recommend improvements to service delivery and operational processes.
Lead planning efforts to develop short- and long-range goals for the regional behavioral health system.
Collaborate with provider agencies, consumers, community partners, and stakeholders to plan and implement regional improvements.
Provide technical assistance, consultation, and training to subcontracted agencies to support compliance and quality improvement.

What you bring:

Professional Experience and Education:
- Master's degree in Social Work, Behavioral Health, Psychology or a closely related field and four years of experience in children's behavioral health systems, program administration, clinical or programmatic oversight, or behavioral health program experience related to working with children and families.
Credentials and Licensing:
- Active Washington State licensure as Mental Health Counselor (LMHC), Mariage and Family Therapist (LMFT), or Independent Clinical Social Worker (LICSW).
- Meets the Washington State Department of Health qualifications for a Child Specialist.
Leadership and Management Experience:
- Minimum of one year of lead or supervisory experience.
Specialized Knowledge and Skills:
- Knowledge of Washington State behavioral health regulations, diagnostic standards, and treatment practices.
- Experience with program development and implementation, including monitoring grant requirements and subcontractor compliance.
Communication and Interpersonal Skills:
- Ability to collaborate effectively with providers, families, state partners, and community stakeholders.
- Skilled at navigating complex systems with a professional and solutions-focused approach.
- Ability to work in a fast-paced environment
- Ability to work independently to manage program
Preferred Qualifications:
- Recent direct supervisory experience
- Experience in regional behavioral health planning or work within an ASO/BHO/managed care setting.
- Experience working in the community behavioral health system.

Driving Requirements
The successful incumbent must meet the driving requirements of this position and submit a copy a current driving record/abstract (from state of residency) to review for eligibility to drive for Kitsap County prior to employment. The successful incumbent must obtain a valid Washington State Driver’s License prior to hire and maintain a satisfactory driving record as outlined in the Kitsap County Vehicle Use Policy. This position is categorized as:
- Category 2: Driver operates a personal vehicle as an essential function for official County business.
