Role Summary
The HR Manager oversees the HR Coordinator for PCA’s and HHA’s. The role ensures timely hiring, onboarding, and airtight credentialing. This role owns the pipeline from applicant → cleared → active, keeps clinical/HR files audit-ready, and drives retention through consistent employee relations and recognition programs.
Key Responsibilities
Leadership & Team Oversight
- Direct, coach, and develop the HR Coordinator and support staff
- Build standard work, SOPs, and checklists for recruiting, onboarding, and credentialing.
- Manage workload distribution, vacation coverage, and cross-training to ensure service levels are maintained.
Talent Acquisition (Caregivers)
- Own end-to-end recruiting for caregivers: job posts, sourcing, career fairs, referrals, and community partners.
- Track funnel metrics (apps, interviews, offers, show rates) and continuously improve time-to-hire.
Onboarding & Credentialing (Homecare-Specific)
- Oversee conditional offers, background checks, OIG/SAM/sex-offender checks, and employment verifications.
- Coordinate pre-hire medicals and annuals (TB/PPD or IGRA, physical, titers/vaccines, flu/COVID per policy).
- Ensure completion of I-9 (E-Verify if applicable), W-4/state forms, direct deposit, policy acknowledgments, HIPAA, abuse/neglect, infection control, safety, and other required in-services.
- Maintain accurate caregiver HR and clinical files (digital and/or paper) with version control and audit trails.
- Manage orientation logistics (scheduling, rosters, materials) and new-hire readiness to start.
- Monitor expirations (licenses, competencies, annual health, CPR, driver’s license/auto insurance if required) and run proactive renewal campaigns.
Compliance & Policy Management
- Keep policies current with federal/state/local requirements (e.g., wage & hour, paid sick time, PFL/FMLA, anti-harassment, background screening, pay transparency, recordkeeping).
- Ensure accurate, timely completion and retention of I-9s; maintain audit-ready personnel files.
- Support clinical/compliance teams on DOH/Medicaid/MCO audits and credential validations as applicable.
- Coordinate mandatory trainings and track completion; maintain learning records.
HR Operations & Systems
- Administer HRIS/ATS and caregiver portals (HHAeXchange)
- Partner with Payroll on new-hire set-ups, status changes, differentials, and wage updates.
Qualifications
- Bachelor’s degree preferred
- 3–5+ years of HR experience with at least 3 years in healthcare/homecare or high-volume hourly staffing.
- Demonstrated experience supervising HR coordinators or specialists.
- Strong knowledge of employment laws and HR best practices; state-specific experience a plus.
- MS Office/Teams; comfort with audit-ready documentation.
- Excellent interpersonal skills; calm under pressure; highly organized and data-driven.
Work Conditions

- Must be open to occasional local travel
- Ability to push, lift, or pull at least 50 lbs
- Must handle confidential information with discretion; HIPAA awareness required.

Pay: $75,000.00 - $80,000.00 per year
