Position Summary
ND Global Consulting Services, Inc. is seeking an experienced System Software Programmer – Advanced to support the South Carolina Department of Social Services.
The selected consultant will join the Web Application Development Team and help develop, implement, maintain, and enhance mission-critical applications. The ideal candidate will have advanced experience developing enterprise web applications, visual interfaces, web services, application components, integrations, and database-driven systems using Microsoft technologies.
This position requires extensive hands-on experience with C#, ASP.NET, .NET, ASP.NET MVC, WCF, SQL Server, jQuery, Angular, and PrimeNG. The consultant will participate throughout the software development lifecycle, including design, coding, testing, source-code management, integration, deployment, production support, and technical documentation.
Key Responsibilities
- Design, develop, implement, and maintain medium- to large-scale enterprise software systems using .NET technologies.
- Develop responsive visual interfaces, web applications, web services, APIs, and reusable software components.
- Design and document application subsystems and system components using object-oriented development practices.
- Develop data-driven applications using Microsoft SQL Server and relational database technologies.
- Implement and maintain applications using N-tier architectures, dynamic content, scalable designs, and complex security models.
- Write, review, test, troubleshoot, and debug application code.
- Develop and execute unit, component, integration, and system tests.
- Participate in integrated testing sessions on development, test, and production servers.
- Support application releases, build management, source-code management, integration testing, and deployment activities.
- Work with software engineers, technical leads, project teams, government representatives, and external stakeholders.
- Analyze subsystem and component specifications and recommend improvements.
- Support data-interchange formats, APIs, messaging strategies, application servers, hardware, and virtual-machine requirements.
- Determine and communicate component requirements within the context of the overall system and project.
- Support technical infrastructure, including code repositories, build systems, and testing environments.
- Evaluate system-level decisions and communicate their effect on application components and subsystems.
- Provide technical guidance and mentorship to junior software developers.
- Prepare and maintain technical documentation, system-design materials, test results, and deployment documentation.
- Work collaboratively with the development team to meet project schedules, quality standards, and operational objectives.
Required Qualifications
- Bachelor’s degree in computer science, information technology, software engineering, or a related field.
- At least five years of experience independently designing and implementing medium- to large-scale software systems and components using .NET architectures.
- At least five years of experience developing data-driven applications using SQL or significant relational database platforms.
- At least five years of experience developing web-based software systems using N-tier architectures, dynamic content, scalable approaches, and complex security models.
- At least three years of hands-on jQuery experience.
- At least five years of hands-on WCF experience.
- At least one year of Angular experience, including PrimeNG.
- Advanced experience with C#, ASP.NET, .NET, and ASP.NET MVC.
- Experience developing and consuming web services and APIs.
- Experience with object-oriented analysis, design, and programming.
- Experience with unit testing, integration testing, troubleshooting, and debugging.
- Experience supporting source-code management, application builds, releases, and deployments.
- Strong analytical, documentation, communication, and problem-solving skills.
- Ability to work independently while collaborating effectively with technical and business teams.

Work Arrangement and Location Requirements
This position requires approximately three onsite days per week at the Columbia service location. The onsite requirement is subject to change, and the consultant may be required to work fully onsite with little or no advance notice.
