Definition
This position requires a strong administrative background and the capability to understand and distribute plans and applications to the appropriate department(s) and provide the complex administrative support necessary for approvals and updating the Commissioners' Court.
Examples of Important Responsibilities and Duties—Important responsibilities and duties may include, but are not limited to, the following:
1. Maintain a professional and respectful relationship with all elected county officials, county departmental directors, county employees, citizens, and the development community seeking to do business in Hood County.
2. In the absence of the Director of Development, assume management responsibility for departmental activities and recommend and administer policies and procedures as approved by the Commissioners’ Court.
3. Prepare and present clear, concise reports both orally and in writing.
4. Participate in the creation, maintenance, and compliance of orders, permits, and develop regulations, as they are deemed necessary within the county, to include Development Permit Regulations, Subdivision Regulations and Manufactured Home Rental Communities.
5. In the absence of the Director of Development, maintain responsibility for departmental planning, budgeting, and forecasting.
6. Provide staff assistance to the Commissioners' Court and participate on various boards, commissions, or committees as assigned or requested.
7. Assist in the interpretation and application of federal, state and local laws, policies and/or guidelines regarding development.
8. Attend and participate in professional group meetings, including, but not limited to TAC, COG, North Texas Watershed Protection Group and others, to stay abreast of “best practice” trends and innovations as related to departmental responsibilities.
9. Meet with public organizations, developers, builders, commercial speculators, contractors, engineers, and architects to discuss plans for significant or impact development.
10. Assist with resolving sensitive or difficult citizens’ issues as related to development.
Qualifications
Knowledge of:
1. State of Texas development laws, regulations and codes applicable to counties.
2. Applicable federal, state, and local laws.
3. Basic knowledge of principles of surveying, hydrology, and hydraulics.
4. Ability to read topographical maps.
5. Various computer software programs such as Word, Excel, GIS, (ARC View, etc), and particularly those related to the NFIP permit requirements.
6. Office equipment and field deployed machines such as computers, photocopiers, fax machines, calculators, cameras, and personal computers.
Experience and Training Guidelines:
1. Industrial development experience preferred.
2. Certified Floodplain Manager (CFM) certification is preferred.
3. Experience working with Authorities Having Jurisdiction (AHJ).
4. Any combination of experience, education, and training that would provide the knowledge and proven ability to perform the job duties as defined herein.
Education, License, or Certificate
· High school diploma or equivalent
· Possession of, or ability to obtain, a valid Texas Driver License

Physical conditions needed to perform the assigned duties and responsibilities include the following:
1. Essential and other important responsibilities and duties may require maintaining the physical condition necessary for driving and/or sitting for long periods of time.
2. Walking, standing or stooping for extended periods of time.
3. Lifting and carrying heavy materials
4. Climbing on ladders.
