ORPC Canada is seeking a Project Development Manager to lead assigned Canadian projects from development through construction readiness, deployment, commissioning and early operations. This role will manage project governance, delivery, permitting, stakeholder engagement, consultants, contractors, compliance, budgets, schedules, risks and reporting for key initiatives, including projects in Montreal and Fort Providence.
The successful candidate will be a practical, organized and collaborative project leader who can bring structure to complex work, communicate effectively with technical and non-technical audiences, and build trusted relationships with communities, Indigenous partners, regulators, consultants, contractors and internal teams.
- Lead project planning, governance and delivery for assigned Canadian projects, including scope, schedule, budget, resources, risks, decisions and reporting.
- Coordinate project-development activities such as site control, technical studies, environmental and regulatory approvals, utility and interconnection matters, community agreements and construction readiness.
- Manage permitting and compliance activities with internal specialists, regulators, consultants and project partners.
- Serve as a day-to-day point of contact for customers, communities, Indigenous partners, municipalities, government agencies, regulators, utilities and other stakeholders.
- Prepare scopes of work and requests for proposals; support consultant, contractor and supplier selection, onboarding and performance management.
- Lead cross-functional coordination with engineering, product, operations, finance, external affairs, communications and business development teams.
- Maintain accurate project records, action logs, decision logs, risk registers, permitting matrices, compliance calendars and management reports.
- Support grant applications, contribution agreements, claims, reporting, audits and project financing inputs as needed.
- Bachelor’s degree in engineering, construction management, environmental studies, business or a related discipline; an equivalent combination of education and experience may be considered.
- Minimum of 7 years of progressively responsible project-management experience, ideally in renewable energy, infrastructure, marine works, utilities, construction or environmental projects.
- Experience managing multidisciplinary projects involving consultants, contractors, public-sector stakeholders, budgets, schedules, risks and compliance requirements.
- Strong understanding of permitting, environmental approvals, construction or EPC delivery, contract administration, budgeting, forecasting and risk management.
- Experience working with Indigenous communities, northern or remote communities, government funding programs, utilities or marine projects is an asset.
- Fluency in English and French is required; Spanish is an asset.
- PMP, PRINCE2 or comparable project-management certification is strongly preferred.
- Ability and willingness to travel within Canada and occasionally internationally, including to remote project sites.
This position is based in Sherbrooke, QC, with a hybrid work arrangement and travel to Canadian project sites as needed.
