Job Duties and Preferred Qualifications:
A $4,000 hiring bonus is being offered for this position. Hiring bonuses shall only be for new hires of original employment or re-employment as defined in Human Resources Policy No. 5.0.

The City of Virginia Beach Department of Human Services is seeking to hire a Jail Diversion Clinician II for the Adult Correctional Services program in the Behavioral Health Division. The Ideal Candidate will be registered with the Virginia Board of Counseling as a QMHP or higher level Licensed Mental Health professional, have experience working with adults with serious mental illness/substance abuse in a correctional setting and with the court system, experience linking with community resources and services, conducting assessments, discharge planning and working with a interdisciplinary team.
Duties:
Assist with the planning, development, implementation, and scheduling of direct services in Adult Correctional Services.
Provide advocacy, monitoring and discharge planning for clients with a serious mental illness/substance abuse at the Virginia Beach Correctional Center.
Coordinate care with jail staff and medical provider; monitor progress with treatment provided by the jail medical provider.
Collaborate with Probation & Parole and Community Corrections to promote compliance with court orders/probation requirements.
Link with counsel of record to confirm court dates, sentencing guidelines, and advocate for competency evaluations when deemed appropriate
Provide discharge planning and linkage to community resources for inmates that are released into the community.
Assist and accompany individuals to appointments on the day of release when necessary for successful reintegration into the community.
Provide comprehensive assessment of case management needs of inmates.
Screen/evaluate inmates with a serious mental illness to determine suitability for mental health substance abuse services.
Complete intakes, assessments, individual service plans, updates, discharges and compiles other information in support of program and licensure requirements.
Provide clinical documentation and assures that all filing of clinical information and submission of billing information is done accurately and within the time frame required.
Coordinate pre-screens through Emergency Services and criminal commitments to State hospitals as needed.
Provide face to face contact with inmates returning from State hospitals as needed.
Monitor medication compliance.
Provide SOAR services.
Participate in case consultations; maintain daily Cerner service logs; provide informal progress reports to referral sources.
Work Schedule - Monday - Friday 8:00 am - 4:30 pm

Preferences:
Experience working with adults in a correctional setting.
Two (2) or more years’ experience working with adults with mental health and or co-occurring disorders.
Experience with discharge planning.
Experience assisting consumers with applying for benefits, obtaining eligibility and documents. (ie: social security, food stamps, birth certificate, etc.)
Experience documenting client's progress/notes in an electronic health record.

Minimum Requirements:
MINIMUMS: Requires a four (4) year degree in a human services field (such as psychology, behavioral or mental health, special education, social work) and three (3) years experience in fields providing the required knowledge, skills, and abilities and associated with such positions as Mental Health Counselor, Special Education Teacher, or Social Worker OR any combination of education (above the high school level) and/or experience and training equivalent to seven (7) years in fields providing the required knowledge, skills, and abilities. Must have, or obtain, a current and valid drivers license.
SPECIAL REQUIREMENTS: Must be registered with the Virginia Board of Counseling as a Qualified Mental Health Professional (QMHP) or higher level Licensed Mental Health professional. All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.
Selected Candidate must be able to pass the Virginia Beach Sheriff’s Department Unescorted Access Background Check and Criminal Justice Information Services (CJIS) Background Check and Course.
