Program: Comprehensive Legal Services to Unaccompanied Alien Children (UAC) – Program Management Office (PMO) Contract

The PMO Lead is CPMC's senior on-site authority — the Subject Matter Expert accountable for every PMO and back-office function on the HHS/ORR UAC Legal Services contract. This role owns program execution, customer relationship, staffing, and contract performance end-to-end: contracts/subcontracts, finance and invoicing, quality, records, metrics and reporting. The PMO Lead is CPMC's single point of accountability to HHS/ORR and reports to CPMC corporate leadership.

Oversee all PMO and backoffice functions: contracts/subcontracts administration, finance and billing, quality management, records management, and program metrics/reporting.

Serve as CPMC's primary point of contact and single point of accountability to HHS/ORR (COR, program office, and agency leadership).

Own overall contract performance: scope, schedule, cost, quality, and compliance with the QASP and all contractual requirements.

Lead, mentor, and performancemanage the PMO team — Subcontracts Manager, Senior Finance Manager, Quality Lead, Records Manager, Management Analysts, and analysts — including hiring, onboarding, and workload balancing.

Delegate authority to the PMO Deputy and ensure seamless continuity of operations during absences.

Own programlevel risk management: risk register, escalation, and mitigation strategies across all workstreams.

Present program status, performance, and strategy to HHS/ORR leadership and CPMC corporate executives.

Ensure the integrity of program data and workflows in Microsoft Dynamics 365 and the Microsoft 365 collaboration environment.

Drive continuous improvement of the PMO operating model consistent with CPMC's program management methodology.

Partner with CPMC corporate on growth: optionyear planning, modifications, and recompete positioning.

U.S. Citizenship (required for HHS background investigation).

Ability to obtain and maintain an HHS Public Trust background investigation.

Bachelor's degree in Business, Program Management, Public Administration, or a related field; Master's degree strongly preferred.

Minimum 12 years of federal program management experience, including at least 5 years leading a PMO or equivalent program office on a federal contract; direct HHS customer experience required.

Demonstrated leadership of multidisciplinary backoffice teams (contracts, finance, quality, records, metrics).

Strong working knowledge of FAR/HHSAR environments, performancebased contracts, and QASP/QMP frameworks.

Working familiarity with Microsoft Dynamics 365 as the program ERP and the Microsoft 365 ecosystem.

Proven executive communication skills — comfortable briefing federal senior leadership.

PMP, PgMP, or equivalent program management certification.

Prior PMO leadership on an HHS/ORR, ACF, or immigrationrelated program.

SDVOSB or smallbusiness prime contractor leadership experience.

Experience standing up a new PMO from contract award (startup experience).

CPMC does not deliver any direct legal services under this contract; our scope is limited to PMO oversight, governance, financial administration, and subcontractor management on behalf of HHS. This position directly supports that mission.
