Job Description Summary
Researches, creates, and solicits bids and proposals from third party suppliers for critical, complex, and/or unique institution level procurements to provide cost-effective materials and services within an assigned commodity area or business unit. Negotiates contract terms and signs resulting contracts on behalf of the institution. Provides peer guidance and proposes procurement strategies to senior leadership to support operational excellence of procurement functions.
Justification
If this position is not filled, the university will be unable to complete procurements in a timely or compliant manner for ongoing contracts, Heritage Hall, the Recreation Complex, and other ad-hoc needs across campus. With only one procurement specialist, the current estimated timeline to begin new procurements ranges from 3 months to 1.5 years. Once initiated, procurements take 3–6 months for an RFB and 9–12 months for an RFP, not including lead time or implementation.
Students will be directly affected, as classrooms, labs, and recreation spaces will not receive the equipment and services they need. These delays will negatively affect the student experience, damage the university’s reputation, and may impact enrollment and retention.
Campus customer service will also suffer, as there could be long delays in communication, assistance, and new procurements.
Job Description
The primary responsibilities of the Procurement Specialist II position are:
· Processing requisitions and purchase orders in accordance with policies and procedures
· Assisting faculty and staff with the e-procurement system.
· Providing guidance to faculty and staff in interpreting procurement policies and procedures
· Developing and managing solicitations (simplified bid, RFB, and RFP) in compliance with regulatory requirements
· Reviewing and negotiating terms and conditions of campus purchases
· Serving as the main point of contact for internal and external stakeholders
· Other duties as assigned

The starting salary range for this position is $50,000 - $53,000, commensurate with qualifications and experience.
Required Qualifications:
- Associate degree or equivalent experience
- Demonstrated ability to establish and maintain positive working relationships
- Excellent customer service skills when working with campus customers and external suppliers
- Ability to manage and prioritize multiple tasks and projects
- Ability to communicate professionally both verbally and in writing
- Ability to interpret and apply complex regulations, policies, and procedures
- Ability to work independently while exercising sound professional judgement
- Proficiency in office productivity software such as Microsoft Office Suite (i.e., Word and Excel)
Preferred Qualifications:
- Experience developing and managing simplified bids, requests for bids and/or proposals
- Experience working in a procurement role
- Experience negotiating contract terms and conditions
- Experience with e-procurement software (e.g., Workday or Jaggaer)
