Primary Purpose:
Serve as the district’s designated Title IX Coordinator for students, ensuring prompt, impartial, and legally compliant response to all reports of sex-based
harassment and discrimination in accordance with Title IX of the Education Amendments of 1972, Board Policies FFH and DIA, and applicable state and
federal law. Lead investigations of Title IX complaints, non-Title IX bullying and harassment matters, and other student civil rights concerns; coordinate the
district’s parent and student grievance process for non-Title IX matters; and manage the district’s student transfer operations, including inter-district and
out-of-district transfers. This position is funded through general operating (199) funds. Note: Title IX coordination for district employees is the responsibility
of Human Resources; this position covers student Title IX matters only.
Minimum Qualifications (Experience/Education/Certification):
Bachelor’s degree required; Master’s degree from an accredited institution preferred. Valid Texas Educator or Administrator Certification preferred. Minimum
of three years of experience in a student-facing administrative, legal, compliance, or investigative role. Prior experience conducting formal investigations,
managing Title IX processes, or working with student civil rights complaints in a K-12 setting preferred. Formal training in Title IX investigation methodology
(e.g., ATIXA certification or equivalent) preferred. Experience with student transfer operations and knowledge of Texas Education Code Chapter 25
preferred.
Major Responsibilities:
Title IX Coordination — Student (District Designated Coordinator)
1. Serve as the district’s designated Title IX Coordinator for students in accordance with 34 CFR Part 106 and Board Policies FFH and DIA; maintain
a thorough and current working knowledge of Title IX requirements, federal regulations, and related state law.
2. Receive, document, and respond promptly to all reports and formal complaints of sex-based harassment or discrimination involving students,
ensuring the district’s response is not deliberately indifferent and that all procedural timelines are met.
3. Conduct neutral, thorough, and impartial Title IX investigations in accordance with the district’s formal grievance process; prepare investigation
reports, compile evidence, issue notices to parties, and ensure all required documentation is completed within prescribed timelines.
4. Identify, implement, and monitor appropriate supportive measures for complainants and respondents during and following investigations,
ensuring non-punitive, individualized supports are in place to protect students’ access to educational programs and activities.
5. Maintain a comprehensive case management and recordkeeping system for all Title IX reports, investigations, informal resolutions, supportive
measures, and written determinations; preserve all records for a minimum of seven years as required by federal regulation.
6. Coordinate and provide annual Title IX training for all district employees on their mandatory reporting obligations, prohibited conduct, and how to
respond to reports of sex-based harassment; maintain training documentation as required.
7. Collaborate with district legal counsel on Title IX matters, including review of investigation findings, consultation on complex cases, and
preparation for any Office for Civil Rights (OCR) complaints or inquiries.
Student Investigations — Bullying, Harassment & Non-Title IX Complaints
8. Conduct and oversee investigations of student bullying complaints in accordance with Texas Education Code Chapter 37 and Board Policy FFI,
ensuring appropriate documentation, timely resolution, and alignment with district policy and legal standards.
9. Investigate and coordinate the district’s response to student civil rights complaints involving allegations of discrimination on the basis of race,
color, national origin, religion, disability, or other protected classes, ensuring compliance with applicable federal and state nondiscrimination
requirements.
10. Maintain accurate, confidential investigation files for all student complaints, ensuring documentation meets district policy and any applicable legal
or regulatory requirements.
Grievance Process Coordination
11. Coordinate the district’s parent and student grievance process for non-Title IX matters; assist campus administrators with Level I complaints and
serve as hearing officer for Level II parent and student grievances that do not involve Title IX matters, ensuring procedural compliance and
timely written responses.
12. Support the Director of Student Affairs in preparing documentation and materials for Level III Board hearings; coordinate with district legal
counsel as appropriate.
13. Assist with parent and student concerns involving bullying, harassment, and discrimination; provide mediation support, communicate outcomes
clearly to families, and ensure follow-up actions are documented and implemented.
