Position Overview
W.R. Davis, Inc. is seeking a highly organized and detail-oriented Business Administration Manager / Facility Security Officer (FSO) to support the company's administrative, human resources, security, compliance, and workplace safety functions.
Reporting to the Chief Operations Officer, this position will serve as the company's designated FSO and will play a key role in maintaining the organization's industrial security program and compliance with applicable U.S. Government requirements. The position will also support day-to-day business administration and HR activities, making it an excellent opportunity for a professional who can effectively balance operational responsibilities with security and compliance requirements.
The successful candidate will work closely with executive leadership, employees, customers, Government Security Committee members, Outside Directors, DCSA representatives, and other government and regulatory personnel. The position requires a high degree of confidentiality, sound judgment, professionalism, and attention to detail.
Key Responsibilities
Administer and maintain the company's industrial security program in accordance with NISPOM, DCSA requirements, and applicable federal regulations.
- Manage personnel security clearance activities, security briefings, training, visits, records, reporting, and related government security systems.
- Support classified information, CUI, export-controlled information, and other sensitive information protection requirements.
- Coordinate security audits, self-inspections, assessments, corrective actions, and government/customer reviews.
- Support compliance with FOCI mitigation requirements, including Government Security Committee activities, certifications, reporting, and required documentation.
- Serve as a primary liaison with DCSA, government representatives, customers, and other security stakeholders.
- Support ITAR, DDTC, EAR, and other export-control compliance activities.
- Assist with recruitment, onboarding, employee records, training coordination, employee relations, and offboarding.
- Maintain HR, training, payroll-related, PTO, and personnel records while ensuring confidentiality and accuracy.
- Coordinate office administration, purchasing, vendors, meetings, travel, invoices, purchase orders, and other business support activities.
- Support workplace health and safety programs, training, inspections, incident investigations, workers' compensation, and related reporting.
- Assist management with business continuity, emergency preparedness, compliance initiatives, and special projects.
Qualifications
3–5 years of experience in business administration, human resources, security administration, government/defense contracting, manufacturing, or a related field.
- Previous FSO or AFSO experience is preferred.
- Working knowledge of NISPOM, facility and personnel security requirements, and classified information handling.
- Experience with FOCI mitigation programs and Government Security Committee requirements is highly desirable.
- Familiarity with ITAR, DDTC, EAR, and export compliance requirements is preferred.
- Experience with DISS, NISS, eApp, or similar government security systems is an asset.
- Strong proficiency with Microsoft Office and database management; experience with QuickBooks or comparable accounting software preferred.
- Excellent written and verbal communication, organization, time management, and problem-solving skills.
- Ability to manage multiple priorities independently while maintaining accuracy and confidentiality.
- Ability to work professionally with employees, executive leadership, customers, and government representatives.
- Active Secret clearance is preferred; candidates must be eligible to obtain and maintain a U.S. Government security clearance.
- Must successfully complete required background investigation and drug screening.
FSO Certification
Current DCSA/CDSE FSO certification is preferred. Candidates without current certification must be willing and able to complete the required FSO training within six months of hire and maintain the qualifications necessary to serve as the company's appointed FSO.
