About Office of Financial Services
The Office of Financial Services (OFS) operates as a shared financial service for ODHS and Oregon Health Authority (OHA). The Office of Financial Services (OFS) provides leadership and management, fiscal policy direction, financial systems management, and coordination of core financial accounting, payroll, and financial reporting services for ODHS and OHA. OFS management leads and supervises staff in the areas of Financial Reporting, Taxation, Federal Grant Management and Reporting, Cash Flow Management, Proprietary and Governmental Fund Accounting, Revenue Application, Cost Allocation, Interface, E-Commerce, Accounting Structure, Accounts and Contracts Payable, Trust Accounting, Accounts Receivable, Payroll and Benefits, Cash Receipting, Treasury, and Account Reconciliation for ODHS and OHA. The size, scope, and complexity of the financial structure of these agencies is the most complex in the State of Oregon. Currently OFS has approximately 150 full-time equivalent employees responsible for more than 20 financial systems and millions of dollars processed each week.
Summary of Duties
This position maintains specialized accounting record systems, including checking financial transactions for propriety, resolving errors, balancing accounts and records, and preparing reports.
Individuals in this position work in various OFS units and perform functions that compute, calculate and records financial, statistical, and numerical data to record details of business transactions to maintain accounting records and/or for use in statistical studies. The work requires knowledge of bookkeeping principles used to classify, record, and summarize numerical data and in making computations to compile and keep financial records.
Minimum Qualifications
Two years of experience calculating, recording, and maintaining accounting information that must include coding transactions and checking them for propriety, balancing, and resolving discrepancies in computer edits;
OR
One year of experience calculating, recording, and maintaining accounting information that must include coding transactions and checking them for propriety, balancing, and resolving discrepancies in computer edits AND at least 43 quarter (29 semester) credit hours from an accredited college, university, or vocational-technical school that includes 9 quarter (6 semester) credit hours in accounting. Credit hours must include introductory level accounting courses 1 and 2; OR
Successful completion of the State of Oregon Accounting Career Mobility Program or equivalent accounting certificate program from an accredited college or university; OR
At least 94 quarter (62 semester) credit hours or an associate degree from an accredited college, university, or vocational-technical school that includes 12 quarter (8 semester) credit hours in accounting. Credit hours must include introductory level accounting.

Proficiency in MS Excel: Functions such as sum, average, count and understand basic formatting, able to build simple formulas to calculate data, and have a basic understanding of pivot tables, basic understanding of macros.

Reliability: To show people that one can be depended upon. A team needs to be able to rely on all members of the team to do their part.
Workload Management: Demonstrated ability to assess workload demands, allocate assignments appropriately, and adjust priorities to maintain productivity and meet team objectives.

Working Conditions
This is a non-supervisory position in a typical office environment. Normal office hours.
Hybrid work could be a potential possibility.
During the training period, you may be required to be in the Portland office 5 days per week.
The main office for this position is located at the headquarters building in Portland.
The ability to report to a local district office may be required when training, business or operational needs are dependent on onsite activities.
