MOTORPOOL SUPERVISOR
The City of Madison Heights Department of Public Services is looking to fill a vacant full-time Motor Pool Supervisor position with someone who has a strong work ethic, a positive attitude, and sound leadership skills to compliment an established team of dedicated professionals. This working supervisory and administrative position manages the City fleet, and directs the efficient day-to-day operation of the Motorpool Division (and other Divisions, when needed) within the Public Services Department.
This position manages three (3) full-time mechanics, and the vehicle fleet for the City, and is the first called in on overtime for all maintenance and repair of all City vehicles and related equipment, with the exception of some equipment/vehicle maintenance which is outsourced. The Motor Pool Supervisor is expected to continue the City’s history of exceptional service.
Graduation from high school (or GED) including or supplemented by vocational courses in vehicle and equipment maintenance and repair equivalent to two years of college with minimum two years of experience in vehicle and equipment repair with supervisory experience preferred. A Commercial Driver’s License category “B” with air brake and tanker endorsement is required. Possession of Master certification in Heavy Duty Truck and Auto from the State of Michigan is required.
Hourly Compensation ranges from $37.9591 to $43.2990 with opportunities for overtime and a competitive benefits package.

JOB DESCRIPTION
GENERAL STATEMENT OF DUTIES:
This is a working supervisory position responsible for managing three (3) full-time mechanics, and the City’s vehicle fleet, as well as the maintenance and repair of all City vehicles and related equipment; and to perform related work as required. Duties involve responsibility for planning, organizing, directing, performing and supervising skilled and semi-skilled personnel in the maintenance and safety of the City’s vehicles and equipment. Duties also involve participating in the establishment of uniform practices and procedures relating to repair and preventative maintenance. This position also oversees outside contractors for maintenance, leased vehicles, and develops specifications for vehicle and equipment purchases. Under the guidance of the DPS Director and/or Deputy DPS Director, schedules work assignments, and maintains work records in accordance with policies and generally accepted best practices. This position will work closely with other supervisors to assist in the preparation of the annual Budget, Vehicle Replacement schedules, and complete other administrative tasks relating to maintenance of the City’s vehicle fleet, generators, and other powered equipment
SUPERVISION RECEIVED:
Work is performed under the direction of the DPS Director and/or Deputy DPS Director or designee; however, an employee in this position is expected to work independently without constant supervision.
SUPERVISION EXERCISED:
Supervision is exercised over Mechanics, both full and part-time, and other designated employees of the Department of Public Services.
TYPICAL EXAMPLES OF WORK:
An employee in this class may be called upon to do any or all of the following: (These examples do not include all of the tasks which the employee may be expected to perform.) Other duties may be assigned as necessary; employee holding this position is expected to maintain and update knowledge in job-related skills, procedures, and equipment.
- Plan, organize, schedule, supervise, and participate in the maintenance of City vehicles and equipment, and all backup generators; inspect work in progress and upon completion; maintain records of work utilizing up-to-date methods and generally accepted industry best practices.
- Under the guidance of the DPS Director and/or Deputy DPS Director, assign personnel to repair and maintenance jobs. Supervise, coordinate, and inspect work activities to ensure that schedules are met and that work is performed in a safe and efficient manner and in accordance with standard operating practices and procedures.
- Utilize up-to-date knowledge of the types of vehicles and equipment used in a full-service municipal operation, including proper preventative maintenance programs, and the tools and equipment used in the testing, maintenance, and repair of them, establish priorities for work; adjust priorities as needed.
- Coordinate and manage repair work with outside vendors as appropriate and as approved; inspect completed vendor work.
- Keep records on each individual vehicle and piece of equipment. With input and direction from the DPS Director and/or Deputy DPS Director, determine whether cost of repair is justified.
- Inspect vehicles and equipment for safety problems; assign work to make corrections as necessary.
- Maintain an appropriate inventory of parts in stock; order gasoline and diesel fuel.
- Sit on departmental panel for job promotions and new hires as necessary; evaluate performance of probationary and seasonal employees; train and instruct personnel in job practices and methods of work; counsel employees as necessary regarding work performance; recommend personnel actions.
- Participate in the preparation of the annual operating budget for the motor pool division; recommend equipment for inclusion in the Capital Improvement Plan; perform research and gather cost information for budget preparation; estimate and requisition materials, supplies, and equipment to projects; monitor budget expenditures after adoption.
· Receive work orders and service requests from other departments; discuss problems with vehicle and equipment operators; take appropriate actions.
- Utilize Microsoft Office and other department computer programs for fleet management, parts and material inventory, fuel system management and inventory, to prepare a variety of reports for City purposes, and to meet Department of Environmental Quality and other regulatory requirements.
- Coordinate preparation of bid specifications; develop specifications for vehicle and equipment purchases.
- Facilitate aerial platform and hi-lo training and certification program for DPS staff.
- Manage the disposition of obsolete or end-of-life fleet vehicles and equipment through auction or trade-in programs.
- Respond to emergencies after normal working hours; fills in for other departmental coordinators and supervisors during work hours and after hour emergency calls.
- Read and interpret a wide variety of vehicle and equipment manuals; stay current with modern repair and maintenance practices and technology, including coordinating necessary succession planning and training for staff, and update safety data sheets.
- Maintain a safe work environment for employees, develop standards and procedures for safe work practices; instruct and train employees on safe work practices.
- Establish and maintain effective working relations, and work professionally, pleasantly and effectively with elected officials, department heads, supervisors, employees, union officials, other governmental agencies and the general public even during stressful situations.

REQUIRED EDUCATION AND EXPERIENCE:
- Graduation from high school (or GED) including or supplemented by vocational courses in vehicle and equipment maintenance and repair equivalent to two years of college;
- Minimum two years of experience in vehicle and equipment repair with supervisory experience preferred.
- Possession of a valid Michigan driver’s license with a Commercial Driver’s License “B” with air brake and tanker endorsements at time of hire. P endorsement strongly preferred.
- Possession of Master certification in Heavy Duty Truck and Auto from the State of Michigan required, ASE certifications strongly desired.
WORK ENVIRONMENT/PHYSICAL DEMANDS:

While performing the duties of this job, this employee works in an office setting, in the motor pool garage area, and on outdoor job sites performing strenuous manual labor on all types of vehicles and equipment, The employee frequently works near moving mechanical parts, hoists, and under/on top of large and heavy equipment and vehicles and is exposed to dangerous moving mechanical parts on a daily basis. The employee is regularly exposed to outdoor weather conditions, wet and slippery surfaces, humid conditions, extreme cold and heat; is regularly exposed to exhaust fumes and toxic chemicals.
The employee must be able to remain in a stationary position when working in an office setting completing administrative tasks. The employee must also be able to assist patrons and employees at the counter or on job sites as necessary. The employee frequently operates a computer and other office productivity equipment such as a telephone, calculator, copy machine, scanner and printer. The person in this position often moves about inside the office to access file cabinets, office machinery etc. Must be able to safely operate all types of motor vehicles and equipment in all types of weather conditions.
The employee must regularly lift and/or move up to 50 pounds and frequently lift and/or move up to 100 pounds. The person in this position constantly communicates with staff and the general public. Must be able to communicate clearly and professionally in all situations.
