The First Steps Program Manager oversees Turnstone’s Early Intervention (EI) provider agency within Indiana’s First Steps system. This role ensures full compliance with state regulations, supports high‑quality service delivery, manages therapist onboarding and documentation, and leads outreach efforts with System Points of Entry (SPOEs), families, and community partners. The Program Manager serves as the primary liaison between Turnstone, the Central Reimbursement Office (CRO), and regional First Steps partners.
This is a full-time, 40-hour per week position with a schedule of Monday-Friday.
As our First Steps Program Manager, your duties would include but are not limited to:
Therapist Recruitment, Hiring, and Supervision
- Participate actively in the recruitment, interviewing, selection, and hiring of First Steps therapists, in collaboration with the Director of Therapy and HR.
- Provide direct supervision of First Steps therapists, including setting performance expectations and supporting professional development.
- Conduct regular check‑in meetings with First Steps therapists at least quarterly, with a focus on support, workload balance, quality of services, and problem‑solving.
- Complete annual performance evaluations (PERF) for First Steps therapists and address performance improvement or disciplinary matters in accordance with Turnstone policies.
Program Oversight & Compliance
- Ensure Turnstone’s First Steps agency meets all Indiana First Steps requirements, including provider enrollment, credentialing, insurance, and annual compliance updates.
- Attend IFSP meetings, case conferences, and meetings with families as needed to support service coordination, therapist effectiveness, and program compliance.
- Maintain agency documentation, policies, and procedures aligned with state standards.
- Monitor therapist compliance with licensure, credentialing, background checks, liability insurance, and required training.
- Conduct periodic internal audits of notes, billing, and documentation.
- Serve as the primary contact for CRO, SPOE, and state EI staff regarding compliance and operational questions.
Therapist Support & Coordination
- Oversee onboarding and orientation for OTs, PTs, SLPs, and COTAs providing First Steps services.
- Hold therapists accountable for timely scheduling of authorized services and compliance with referral timelines.
- Manage and monitor incoming referrals to ensure they are assigned and scheduled with therapists within required timeframes.
- Provide ongoing support regarding documentation expectations, IFSP processes, and service delivery best practices.
- Track caseloads, service authorizations, and provider availability.
- Facilitate communication between therapists, families, and SPOE staff.
- Maintain a positive, supportive environment that reflects Turnstone’s mission.
Billing & Operational Management
- Ensure referrals are received and appointments scheduled in a timely manner according to Turnstone policies.
- Ensure accurate and timely submission of billing to the CRO.
- Monitor reimbursement trends, denials, and documentation issues; implement corrective actions as needed.
- Maintain agency records related to service logs, visit notes, and compliance documentation.
- Collaborate with Turnstone’s finance team on reporting and reconciliation.
Outreach & Community Engagement
- Build and maintain strong relationships with Service Coordinators at SPOEs, target families and audiences.
- Represent Turnstone at First Steps regional meetings and community events.
- Develop materials and strategies to increase awareness of Turnstone’s First Steps services.
- Support recruitment of new therapists to grow agency capacity.
Required Qualifications
- Bachelor’s degree in a relevant field of study, including Early Childhood Education, Special Education, Social Work, Healthcare Administration, Occupational Therapy, Speech Therapy, Physical Therapy, or a related field.
- Minimum 2 years of experience in First Steps
- Minimum 2 years of experience in healthcare management
- Experience in early intervention, pediatric therapy, or related healthcare/education systems.
Preferred Qualifications
- Experience supervising or coordinating clinical or educational programs.
- Familiarity with IFSP processes, EI documentation, and CRO billing.
- Background in OT, PT, SLP, or related therapy field
