This position is advertised from the minimum to the mid-point hourly rate. Salary will be determined based on education and experience at the time of offer.
NATURE OF WORK
Under minimal supervision, performs work of moderate difficulty managing and coordinating the County’s animal care and rabies control program. Oversees the day-to- day functions of the animal care division. This position has department specific responsibility.
(Illustrative Only) Manages and evaluates animal care activities including field and kennel operations, vaccinating activities, public education and administrative services; administers the County’s rabies control program and enforces all animal and rabies control ordinances; manages the program’s budget; assesses and plans future financial needs and spending for the programs; reviews requisitions, procurements, and equipment/supplies inventory; educates the public on animal care and control; participates in community events; conducts media releases; serves as a liaison between various regional organizations and state/federal agencies; serves on committees, task forces and other groups; supervises, trains, and evaluates staff; develops and implements new and revised operating procedures and department policies and procedures, ensures adherence to safe work practices; interviews witnesses and prepares reports along with gathering evidence pertinent to the investigation and decides if evidence warrants a verbal/written warning or criminal citation; reviews and prepares case documents to be presented before the hearing office; proceeds with legal action against violators of animal control law; resolves complaints from the public regarding citations, animal care procedures, enforcement actions, staff actions, laws and ordinances; appears in court as a witness to present evidence collected during investigation and testifies on behalf of the County; patrols entire County to ensure public health and safety, animal welfare and compliance with County ordinances; enforces federal, state and local laws ordinances addressing animal welfare and animal behavior; ensures the maintenance of accurate and details files, records and investigation cases; prepares statistical reports; provides coverage on emergency service calls, when necessary; regular and reliable attendance is required; performs other duties as assigned.
A Bachelor’s Degree in public health, animal sciences, public or business administration or a closely related field; AND two years of responsible management experience, preferably in animal care; AND two years of supervisory experience; OR an equivalent combination of education and experience. SPECIAL REQUIREMENTS: Must possess and maintain valid Arizona driver’s license; requires successful completion of a background check.
Preferred Qualifications: Ability to obtain the NACA (National Animal Care and Control Association) certification within one (1) year of employment.
Knowledge of: County policies and procedures; federal, state and local laws, statues and ordinances related to animal care and rabies control; principles and practices of business administration to include contract management; cost analysis and budgetary principles; principles and practices of leadership, training, and supervision; practices and technique in the welfare and humane treatment of animals; methods and techniques of investigation including rules of evidence, laws of arrest and court procedures.
Skill in: Planning, directing, and supervising staff; managing, analyzing, and evaluating operation needs, identifying problems, and developing feasible solutions; interpreting, enforcing and applying state and local laws relating to animal control and humane treatment of animals; public relations, public speaking and meeting facilitation; compiling statistical information and prepare technical reports; enforcing regulations with firmness, maintaining composure, and working effectively under stressful and emergency situations; establishing and maintaining effective working relationships with employees, other agencies, and the public.; dealing impartially with people of different social, economic, and ethnic backgrounds; following and communicating written and verbal instructions.
Ability to: Plan and establish goals and objectives, and provide strategic direction; exercise sound independent judgment in interpreting laws and office policies and procedures; research, synthesize data, and compose comprehensive detailed reports; assess and prioritize multiple tasks, projects and demands; direct, train, motivate and supervise staff; establish and maintain effective working relationships with employees, other agencies and the public and law enforcement; follow written and verbal instructions; lift 25 to 50 lbs; bend, walk and stoop.
Work Environment:
The usual and customary methods of performing the job’s functions require the following physical demands: occasional lifting, carrying, pushing, and/or pulling; some stooping, kneeling, crouching, and/or crawling; and significant fine finger dexterity; generally the job requires 30% sitting, 40% walking and 30% standing; working at a computer monitor for extended periods required; the job is performed under varying extreme weather conditions and may be exposed to hazardous materials.
