Chief Financial Officer (CFO)Position Summary
The Chief Financial Officer (CFO) is a strategic executive leader responsible for the overall financial management, fiscal integrity, investment oversight, compliance, and long-term financial sustainability of the OneOhio Recovery Foundation ("OneOhio"). Reporting directly to the Executive Director and serving as a key member of the senior leadership team, the CFO provides vision, leadership, and oversight for all financial operations, grant financial administration, accounting, treasury, budgeting, audit, investments, compliance, and risk management functions.
The CFO serves as the Foundation's senior financial steward, ensuring that opioid settlement funds and Foundation assets are managed with the highest levels of transparency, accountability, and effectiveness. This position works closely with the Board of Directors, Finance Committee, Investment Committee, external auditors, investment advisors, legal counsel, banking partners, and organizational leadership to maximize the impact and sustainability of Foundation resources.

Essential Duties and ResponsibilitiesExecutive Financial Leadership
- Serve as a strategic advisor to the Executive Director, Board of Directors, and Board Committees on all financial matters.
- Provide leadership and direction regarding financial strategy, organizational growth, sustainability, and risk management.
- Lead the development and implementation of long-term financial plans that support the Foundation's mission and strategic objectives.
- Present financial reports, analyses, forecasts, and recommendations to executive leadership and the Board.
- Evaluate financial risks and opportunities and recommend strategies to strengthen organizational sustainability.
- Foster a culture of financial accountability, transparency, sound internal controls, and data-driven decision-making throughout the organization.
- Participate in strategic planning and organizational development initiatives.
Financial Management and Accounting
- Direct all accounting, financial reporting, budgeting, treasury, and fiscal management functions.
- Ensure the timely and accurate preparation of monthly, quarterly, and annual financial statements in accordance with Generally Accepted Accounting Principles (GAAP).
- Oversee financial operations including accounts payable, accounts receivable, payroll, cash management, and financial controls.
- Maintain and continuously improve financial policies, procedures, and internal control systems.
- Oversee relationships with outsourced accounting providers and ensure the accuracy and effectiveness of all financial processes.
- Monitor organizational cash flow and liquidity to ensure operational stability and effective grant distribution.
- Oversee administration and optimization of financial management systems, including Sage Intacct, Bill.com, Expensify, and related platforms.
- Review and approve financial components of contracts, vendor agreements, and service agreements.
Grants Financial Administration and Compliance
- Provide executive oversight of all grant-related financial activities across the Foundation.
- Ensure compliance with grant agreements, federal and state regulations, Uniform Guidance requirements, IRS regulations, and organizational policies.
- Oversee financial review and monitoring of grantee expenditures and financial reporting submissions.
- Develop and implement financial compliance frameworks, monitoring procedures, and grant-related internal controls.
- Collaborate with program leadership to ensure alignment between financial, operational, and programmatic objectives.
- Evaluate financial risk associated with grant awards and develop mitigation strategies as appropriate.
- Serve as the executive sponsor for grant management systems and related financial reporting processes.
- Ensure accurate grant accounting, reporting, reconciliations, and fund tracking across multiple funding streams.
Investment and Treasury Management
- Oversee management of the Foundation's investment portfolio and financial assets.
- Collaborate with investment advisors and Board committees to develop and implement investment policies and strategies.
- Monitor investment performance and recommend modifications to optimize long-term financial sustainability.
- Ensure appropriate liquidity management to meet ongoing operational and grantmaking obligations.
- Provide financial analysis and reporting related to investment performance and asset allocation.
- Support development of long-term spending and reserve policies.
Budgeting, Forecasting and Financial Planning
- Lead the development and administration of the Foundation's annual operating and programmatic budgets.
- Develop multi-year financial forecasts and strategic financial models.
- Partner with departmental leaders to establish budgets aligned with organizational priorities.
- Monitor budget performance and provide regular budget-to-actual analyses.
- Identify trends, opportunities, and risks impacting financial performance.
- Recommend resource allocation strategies that maximize mission impact and financial sustainability.
Audit, Compliance and Risk Management
- Serve as the primary organizational lead for annual financial audits and regulatory reviews.
- Coordinate with external auditors and ensure timely completion of audit activities.
- Oversee preparation and review of IRS Form 990 and other required filings.
- Ensure compliance with nonprofit accounting standards and applicable federal, state, and local regulations.
- Develop and maintain enterprise risk management and financial compliance programs.
- Monitor changes in financial and nonprofit regulations and implement organizational responses as needed.
- Ensure protection of organizational assets through effective internal controls and risk mitigation practices.
Leadership and Team Development
- Build, lead, mentor, and evaluate finance and accounting personnel.
- Establish performance goals and professional development opportunities for finance staff.
- Promote collaboration across departments and strengthen organization-wide financial literacy.
- Drive continuous process improvement initiatives that improve efficiency, scalability, and effectiveness.

Minimum Qualifications (Knowledge, Skills, and Abilities)Required
- Bachelor's degree in Accounting, Finance, Business Administration, Public Administration, or related field.
- Minimum of ten (10) years of progressively responsible financial management experience.
- Minimum of five (5) years of executive-level financial leadership experience.
- Demonstrated experience managing complex budgets and substantial investment portfolios.
- Extensive knowledge of GAAP, nonprofit accounting standards, financial reporting, and regulatory compliance.
- Experience managing audits, financial controls, treasury functions, cash flow, and risk management.
- Significant experience presenting financial information to executive leadership, governing boards, and external stakeholders.
- Proven success developing financial strategy and leading organizational financial operations.
- Strong leadership, communication, analytical, and problem-solving skills.
- High integrity and demonstrated ability to manage confidential information.
Preferred
- Certified Public Accountant (CPA), Chartered Financial Analyst (CFA), MBA, or other relevant advanced credentials.
- Experience within nonprofit, philanthropic, healthcare, governmental, or grantmaking organizations.
- Experience overseeing investment portfolios, endowment funds, or large-scale charitable assets.
- Experience with opioid settlement funding, public sector funding, or complex grantmaking environments.
- Experience with Sage Intacct, Bill.com, Expensify, and grant management systems.
- Experience working with 501(c)(3) organizations and nonprofit governance structures.

Reporting Relationship
Reports directly to the Executive Director and serves as a member of the Executive Leadership Team.
Provides leadership and oversight to finance, accounting, compliance, and fiscal operations personnel and serves as a primary liaison to the Board Finance Committee, Investment Committee, auditors, investment advisors, and financial institutions.
