FINANCIAL ACCREDITATION SPECIALIST AND TRAINER

The State of New Hampshire, Insurance Department, Financial Regulation Division, has a part-time vacancy for Financial Accreditation Specialist and Trainer.
SUMMARY: Reporting directly to the Director of Financial Regulation, the Financial Accreditation Specialist is responsible for evaluating, developing and implementing training and project plans designed to ensure the Division meets National Association of Insurance Commissioners (NAIC) accreditation standards. The Financial Accreditation Specialist will design and deliver training to the Director of Financial Regulation, the Chief Financial Analyst and the Chief Financial Examiner, as needed. Additionally, the Financial Accreditation Specialist will assist in the preparation of reports required for submission to the NAIC.
YOUR EXPERIENCE COUNTS: Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.
MINIMUM QUALIFICATIONS:
Bachelor's degree and 9 years of experience OR equivalent combination of 13 years of education and experience after completion of high school. Education and experience be in accounting, finance, insurance, auditing, business administration, insurance management or insurance regulation, with at least 5 years in a management level position involving administrative or supervisory duties concerned with program administration, program planning and evaluation, business management or related management experience.
Candidates with an equivalent combination of 12+ years of relevant education and experience after completion of high school may be considered and hired in ‘trainee status’ for this position.
PREFERRED QUALIFICATIONS:
1. Possession of one of the following nationally recognized professional designations: AIE, CIE, AFE, AMCM, FLMI, CLU, ChFC, CPCU. Certified Financial Examiner (CFE) certification from the Society of Financial Examiner.
2. Willingness to maintain a professional appearance appropriate to the role.
RESPONSIBILITIES:
Reviews NH insurance laws and National Association of Insurance Commissioners (NAIC) Model Laws and Regulations to identify national regulatory changes which must be incorporated into Division procedure manuals and NH’s regulatory schema.
Coordinates and collaborates with the Insurance Department’s Legislative Director and staff attorneys to amend New Hampshire Laws and Regulations required to maintain the Department’s accreditation with the NAIC.
Provides testimony to NH’s elected state officials regarding all bills related to financial accreditation.
Utilizes knowledge of statutory accounting principles and national accreditation standards to develop and deliver training to the Division’s Director of Financial Regulation, Chief Financial Analyst and Chief Financial Examiner.
Develops and amends Division policies and procedures to comply with NAIC accreditation laws and regulations. Submits policies and procedures to the Director of Financial Regulation for review and approval. Coaches and assists Director of Financial Regulation in preparing for the NAIC calls and meeting related to reinsurance and accreditation.
Prepares reports, including the Insurance Department Resources Report, the Insurance Department Annual Report and Form D’s, for the Director of Financial Regulation for submission to the NAIC.
