Job Title: Contract Installation Manager (CIM)
Location: Joint Base Elmendorf Richardson, Alaska
Reports To: Contractor Program Manager (PM), Regional Manager
Job Summary:
The Contract Installation Manager (CIM) is responsible for overseeing the efficient and effective
operation of the TAP Center, managing the contractor team, and serving as an advisor to
transitioning Service Members and their families. The CIM ensures the delivery of Career
Readiness Standards (CRS) services, tracks client progress, and ensures compliance with
Veterans Opportunity to Work (VOW)/CRS requirements. The CIM works closely with the
Government, installation leadership, and TAP Center staff to provide high-quality transition
services.
Key Responsibilities:
- Primary Point of Contact: Serve as the contractor’s primary point of contact with the
Government, ensuring smooth and effective communication and coordination of TAP
services at the installation level.
- Manage Contractor Operations: Oversee contractor operations, ensuring the execution
of all duties in accordance with the Performance Work Statement (PWS).
- Customer Service and Transition Counseling: Ensure that the team provides high-quality
transition counseling and customer service to all TAP Center clients.
- Marketing and Outreach: Assist with marketing the TAP Center and the services available
to transitioning Service Members.
- Personnel and Resource Management: Effectively manage personnel and materials to
support TAP Center operations and ensure seamless delivery of services.
- Coordination of Site Visits: Coordinate with headquarters staff for site visits and assist
the Directorate of Garrison Resources (DGR) in making necessary arrangements.
- Report Preparation: Prepare monthly reports and other administrative documents as
required by the contract.
- Government and Commander Liaison: Act as the intermediary for communication
between the contractor and the Installation Commander, providing updates and
addressing concerns as needed.
- Relationship Building: Establish and maintain effective working relationships with
Commanders, installation leadership, service providers, and other stakeholders.
- Employer Outreach: Plan and direct employer outreach programs to connect
transitioning Service Members with potential employers.
- Pre-separation Briefings: Ensure that Pre-separation Briefings are scheduled, executed
properly, and meet all requirements.
- Transition Documentation: Ensure that DD Form 2648 (eForm) is completed for each
transitioning client and that all transition plans are tracked and followed up on as
needed.
- Compliance: Adhere to installation rules and regulations, including safety, security, and
energy conservation guidelines.
- Marketing and Public Affairs: Participate in marketing, public affairs activities, and
outreach events to promote TAP services.
- Training Compliance: Ensure that all contractor employees complete mandatory
Government training (including annual requirements) and safeguard Personally
Identifiable Information (PII).
- Tool Instruction: Provide instruction to clients on using automated and non-automated
resources effectively, including TAP DATABASE.
- Quality Control: Review work performed in TAP DATABASE by counseling staff, ensuring
that client progress is tracked and working with Government representatives when
issues arise.
Education and Experience Requirements:
- Preferred: Master’s degree in Training and Development, HR Management, Counseling,
or a related field, with a minimum of 2 years of experience in career counseling,
education, or a related field. A Bachelor’s degree is accepted with additional relevant
experience.
- Required: U.S. Citizen.
- Experience:
o Experience managing personnel across multiple sites and coordinating workload
to support overall mission goals.
o Proven ability to correspond regularly with a Government counterpart and
ensure the completion of tasks in accordance with the PWS/PRS.
o Experience safeguarding confidential information, handling PII, and complying
with the Privacy Act, including DoD Directive 5400.
o Experience conducting quality control checks and ensuring training requirements
are met for staff.
o Direct experience working with clients, providing guidance and support.
o Strong ability to exercise independent judgment and make decisions in a dynamic
environment.
Other Skills and Competencies:
- Strong leadership and management skills to oversee a team and ensure successful
operations of the TAP Center.
- Excellent communication skills to serve as the liaison between the contractor,
Government personnel, and installation leadership.
- Organizational skills to manage multiple tasks and ensure timely and efficient delivery of services.
- Ability to work independently and make decisions while adhering to guidelines and
regulations.
- Knowledge of military transition processes, CRS mandates, and TAP services.
Travel Requirements:
- Some travel may be required to support operations and program activities. Flexibility in working hours, including evenings and weekends, may be necessary to accommodate
client needs.
