A Highway Laborer performs a variety of non-routine and routine unskilled and semi-skilled duties involving the construction, repairing, cleaning, maintaining of streets, sidewalks, parks and other Town properties and facilities. The positions require the operation of general tools and various pieces of equipment (as qualified) including motorized and non-motorized equipment and vehicles. Must be able to provide emergency services such as snow and debris removal.
A Highway Laborer works under the direct supervision of a Working Foreman or other higher-grade employee who assigns work and gives detailed instructions of work. May work without immediate supervision on tasks of routine and repetitive nature. Work is reviewed in progress and/or at completion for compliance with established procedures.
KNOWLEDGE, SKILLS AND ABILITIES REQUIRED
The Highway Laborer must possess some knowledge of tools, materials and equipment used in the construction and maintenance of roadways, sidewalks, Town properties (including beaches) and facilities, roadway signage and general tree maintenance. This includes the ability to understand and follow written and oral instructions and to perform routine and/or repetitive work without direct supervision; ability to perform strenuous physical labor under adverse weather and/or working conditions; and ability to maintain good working relationships with other employees.
MINIMUM QUALIFICATIONS REQUIRED
All DPW employees are also required to possess and maintain a valid driver’s license.
A candidate for Highway Laborer 1 should have a High School diploma or GED, and any equivalent combination of education and experience which demonstrates possession of the required knowledge, skills and abilities of the position. Must obtain and maintain a CDL-B classification with a tank endorsement within eight (8) months of appointment to position
A candidate for Highway Laborer 2 should have a High School diploma or GED, and any equivalent combination of education and experience which demonstrates possession of the required knowledge, skills and abilities of the position.
Must possess and maintain a CDL-B classification with a tank endorsement.
An employee will operate Class CDL-B when assigned.
PHYSICAL DEMANDS / WORK ENVIRONMENT

Employee spends the majority of the day standing/walking or operating equipment. Performs heavy physical labor. Stoops, kneels, crouches, and/or crawls. Frequently lifts and/or moves objects weighing up to 75 pounds such as tools, equipment, supplies, etc. Must be able to access all levels of a construction site/building/structure, traverse uneven terrain, climb a ladder, and enter and exit from vehicles. Manually operates all department vehicles, tools, and equipment.
The majority of work is performed outdoors in varying weather conditions with exposure to dirt, dust, grease, garbage, refuse and other disagreeable materials. Subject to the hazards associated with road work sites, tree work, collecting rubbish and recyclables, and working with/around vehicles and tools. The work environment can be very loud.

Performs semi-skilled and skilled work in installation, maintenance and repair of roadways, sidewalks and grounds for the Town of Hampton including snow removal, cold patching, pothole/roadway repairs, setting curbing, traffic control and other associated work. Includes the use of shovels, rakes, picks, jackhammers, snow blowers and similar tools and equipment.
Performs traffic marking operations; including but not limited to operating spray machines, placing and moving traffic markers and stencils, flagging and installs street sign.
Assists in tree maintenance and removal work including the pruning and removing dead and weak limbs. Provides weed removal including the proper removal of invasive species. In addition to pickup trucks, employee may operate equipment such as pole saws, chain saws, and hand operated and/or mechanical pruning equipment.
Assists with or performs unskilled or semi-skilled work involving mechanical and/or construction duties, rough carpentry, painting and other trade duties
Performs other related duties as required which may include work in other sections from time to time including: Sewer and Drain, Wastewater Treatment, Vehicle Maintenance and Transfer Station. This includes collection of trash and recycling.
In a training capacity, with experience or in the absence of regularly assigned personnel may operate additional equipment.
Serves as snow plow assistant. May be assigned to shovel snow by hand or remove snow with equipment.
