StarCare Specialty Health System (StarCare) is seeking a full-time JBCR Education Specialist to join its outstanding Forensic team. The Jail Based Competency Restoration Education Specialist is responsible for providing competency restoration services to individuals participating in a jail-based program. In this role, the specialist delivers structured educational and skill-building interventions designed to help clients achieve competency-related goals while providing individualized support that promotes recovery, stability, and successful participation in legal proceedings. The position requires close collaboration with judicial personnel, attorneys, law enforcement agencies, mental health professionals, and community partners to ensure coordinated care and positive client outcomes. The ideal candidate will demonstrate strong communication and organizational skills, maintain accurate documentation, monitor client progress, and contribute to a person-centered, team-based approach that supports client success, enhances community integration, and promotes high-quality behavioral health services.
Responsibilities:

Provides competency restoration services to individuals participating in an outpatient program.

Delivers structured educational and skill-building interventions to support competency-related goals.

Provides individualized support that promotes recovery, stability, and successful participation in legal proceedings.

Collaborates with judicial personnel, attorneys, law enforcement agencies, mental health professionals, and community partners.

Monitors client progress and maintains accurate and timely documentation.

Utilizes a person-centered, team-based approach to support client success and community integration.

Promotes positive client outcomes through coordinated care and effective communication.

Upholds high standards of professionalism and quality behavioral health service delivery.

Maintain regular and consistent attendance for the assigned work hours.

Ensure all required training and credentials are current and compliant with Center, federal, state, and local regulations, in addition to StarCare policies and procedures.
- Complete special departmental projects and other responsibilities with similar skill and work conditions as assigned.

Schedule:
This is a full-time, on-site, position scheduled Monday - Friday, 8am - 5pm, with flexibility to meet the needs of the department.

Qualifications:

Bachelor’s degree from an accredited college or university in a Human Services-related field, such as Psychology, Sociology, Social Work, Family Studies, or a closely related discipline, required.

Minimum of two (2) years of full-time professional experience in a behavioral health, human services, criminal justice, or related field, required.

Current enrollment in a Master’s degree program in a Human Services-related field, preferred.

Licensure as a Licensed Professional Counselor (LPC), Licensed Professional Counselor Associate (LPC-Associate), Licensed Marriage and Family Therapist (LMFT), Licensed Marriage and Family Therapist Associate (LMFT-Associate), Licensed Master Social Worker (LMSW), or Licensed Clinical Social Worker (LCSW), preferred.

Minimum of one (1) year of full-time experience in a related field in conjunction with the above licensure, preferred.

Bilingual proficiency in English and Spanish, preferred.

Strong interpersonal, communication, documentation, and collaboration skills with the ability to work effectively with diverse populations and community partners.

Must have a current Texas driver’s license and be insurable under the Center’s insurance.
- Must pass all pre-employment and annual screenings, including drug screen, criminal background, nursing registry, and MVR.
