About Us:
Mutual Housing Association of Greater Hartford (MHAGH) is seeking an experienced, mission-driven professional to lead our HUD-approved Housing Education and Counseling Program.
For nearly 4 decades, MHAGH has helped families secure stable housing, become successful homeowners, and strengthen Hartford area neighborhoods. Our nonprofit community development organization owns and manages approximately 700 affordable apartments while providing nationally recognized housing counseling services. Today, our Resource Center is expanding its impact through homeownership counseling, financial capability coaching, rental counseling, foreclosure prevention, eviction prevention, and through partnerships with federal, state, and local agencies.
Job Responsibilities
Reporting to the Executive Director (ED), the Director of Housing Education and Counseling provides leadership, management, and strategic direction for MHAGH's Housing Resource Center. The Director is responsible for supervising staff, ensuring compliance with HUD and state program requirements, managing contracts and grants, maintaining high-quality counseling services, developing community partnerships, and advancing MHAGH's mission of expanding housing opportunity.
Leadership
- Provide overall leadership for Housing Education and Counseling.
- Develop annual work plans.
- With ED guidance, establish departmental goals.
- Monitor performance metrics, approved by ED.
- Promote continuous improvement.
Staff Supervision
- Supervise department personnel – team of under 5 direct reports.
- Conduct performance evaluations, both informally in one-on-ones, and formally, annually.
- Coach and develop staff, ensuring departmental coverage and cross-training as needed.
- Coordinate training and professional development and hold staff accountable for completion.
- Foster teamwork and accountability.
Program Administration
- Oversee and Lead
- Housing counseling services.
- First-time homebuyer education.
- Rental counseling.
- Financial capability coaching.
- Default and foreclosure counseling.
- Eviction prevention services.
- Connecticut Department of Housing initiatives.
- Other grant-funded counseling programs.
Compliance
- Maintain HUD Housing Counseling Agency compliance.
- Ensure accurate client files and documentation in Compass NeighborWorks software.
- Oversee reporting requirements.
- Monitor quality assurance.
- Maintain confidentiality and data security.
Grant Management
- Manage HUD and CT DOH contracts.
- Monitor production goals.
- Prepare reports.
- Assist with grant applications.
- Ensure contractual compliance.
Community Partnerships
- Represent MHAGH externally in after-hours events, webinars, and as directed by the ED.
- Maintain relationships with lenders, municipalities, nonprofit organizations, and community partners.
- Participate in statewide housing initiatives.
- Identify and seek out opportunities for community collaboration.
Administration
- Work collaboratively with the ED to prepare departmental budgets
- Monitor expenditures and trends on spend.
- Track performance measures and report findings to ED.
- Present reports to the ED and Board as requested.
- Support agency strategic planning.
Qualifications
- Bachelor's degree or equivalent education and related work experience.
- HUD Housing Counselor Certification preferred.
- Five years of progressively responsible experience.
- Supervisory experience.
- Strong organizational skills.
- Strong written and verbal communication skills.
- Ability to manage multiple competing priorities within deadlines and under budget.
- Proficiency with Microsoft Office and client management systems.
Pay: $95,000.00 per year

Experience:
- HUD Affordable Housing : 5 years (Required)
- Supervisory : 3 years (Preferred)
License/Certification:
- HUD Housing Counselor Certification (Preferred)
